Hanson <br />RE: Additional Changes to Ordinance on Mixed Municipal <br />Solid Waste <br />A couple of additional changes have been made to our ordinance on <br />Mixed Municipal Solid Waste. They are as follows: <br />* Two definitions have been added to help clarify the <br />meaning and intent of the ordinance. Letter (J) Multi - <br />Family Dwelling Unit specifically distinguishes multi- <br />family dwellings from low density dwellings and <br />businesses. This distinction is made for clarity <br />purposes because organized collection relates only to <br />low density dwelling units, but not to multi - family <br />dwelling units or businesses. The second definition <br />that was added was letter (K) Organized Collection. <br />This definition was intended to be added originally and <br />was simply overlooked. <br />The second change which was made to the ordinance was <br />within Section 809.130.(A)(2) relating to Container <br />Specifications. The issue of container specifications <br />was recently brought to my attention by a resident of <br />Little Canada. Our old ordinance may have been <br />interpreted to allow for refuse to be placed in plastic <br />bags. The resident's concern was that he was not <br />allowed the option of a garbage container, but was told <br />by the property owner to place his refuse in a plastic <br />bag for collection. The resident's concern was that <br />the health, safety and welfare of the public was not <br />being taken into consideration. The ordinance has been <br />modified to require dwelling units to place their <br />refuse in garbage containers, unless another <br />alternative plan is submitted and accepted by the City. <br />Upon adoption of this ordinance, I will be sending <br />notices to all multi - family dwelling units asking them <br />to submit their current refuse collection method to the <br />City in writing. <br />Page 32 <br />
