(A) Specifications. <br />(1) Every property owner or occupant or any place of <br />business that accumulates mixed municipal solid waste shall provide <br />one or more rust resistant, watertight, nonabsorbent and easily <br />washable containers, which are equipped with a bail or handle and <br />covered with close- fitting lid. Containers shall have a capacity <br />of not less than ten (10) nor more than ninety (90) gallons and <br />shall be of sufficient number to store all mixed municipal solid <br />waste and other items accumulating between collections. Places of <br />business having accumulations in excess of three (3) thirty -two <br />(30) gallon containers per week shall provide vats for storage. <br />Vats shall be no less than one cubic yard capacity, designed with <br />proper attachments for lifting into collection vehicles. <br />(2) Every property owner and occupant of any dwelling <br />unit, including single family homes, duplexes, tri- plexes, four - <br />plexes, mobile homes, town houses, condominiums and apartment <br />buildings, shall provide a sufficient number of containers, as <br />described above, which do not exceed ninety (90) gallons capacity. <br />An exception to this provision would be possible in the case of <br />multi - family dwelling units where an alternative refuse management <br />plan is submitted to and accepted by the City. The only other <br />exception allowed shall be residents who Qualify for the City's <br />organized collection low volume service rate where stickered bags <br />are acceptable for placement at the curb. <br />(3) All containers shall be washed and treated with <br />disinfectant as often as necessary to prevent a nuisance. Any <br />containers which do not meet with the above requirements may be <br />used for the storage of mixed municipal solid waste only with the <br />approval of the Public Works Director. <br />(B) Location. <br />(1) At residential dwelling units, containers for <br />garbage, rubbish, recyclable materials, leaves and lawn clippings <br />shall be placed on the curb no more than twenty -four (24) hours <br />before the designated pick -up day and shall be removed by <br />10:00 p.m. on the day of collection. Bulky items shall be placed <br />on the curb no more than twenty -four (24) hours before the <br />designated pick -up day. <br />(2) At commercial and industrial establishments, every <br />property owner, occupant or owner shall place containers used for <br />the storage of garbage, recyclables, and rubbish at or near the <br />back door of the building using the same, or at the rear of the <br />property if there is an alley. Such containers shall be accessible <br />to garbage, recycling, and rubbish collectors at all reasonable <br />times. <br />809.140.
