Mr. McMillan indicated that he does not favor concrete curb and gutter. He feels it is a <br />hazard for kids on the street and that they cannot get over the curb with their bicycles. <br />He feels the City should consider this factor relative to the safety of children. <br />A resident noted that the County's directional sign on Little Canada Road indicated <br />Lakeshore Avenue as Lakeshore Blvd. <br />Rocky Waite questioned the additional drainage impact that improved Bluwood would <br />have on the system on Lakeshore Avenue. He stated that this intersection floods during <br />every other storm. He has had four inches of water over his curb and then it flows <br />through Hastings' driveway into Savage Lake. The City Engineer noted that at the time <br />that situation occurred, the second lift of asphalt was not on the street, and the balance <br />of the storm sewer system was not working at full capacity. He also indicated that debris <br />in some of the catch basins was restricting flows. The Public Works Director indicated <br />that he had looked at the street today during the period of heavier rain and found the <br />drainage system to be functioning properly. <br />A letter submitted by Steve Morelan commenting on the proposed project was addressed. <br />(A copy is attached to these minutes.) Those present agreed that the vacation of excess <br />roadway was not to their advantage. <br />The City Administrator reviewed the City's assessment policy. He noted a 100 foot lot <br />would yield an assessment of approximately $4,500. That assessment if spread over ten <br />years at 7 1/4 percent interest would have an average annual payment of $635.00. The <br />principal would be equal over the duration of the assessment with interest amounts <br />declinign throughout the term, resulting in higher earlier payments and lower payments <br />in the later years. <br />The consensus of those present this evening is that they do not want the street <br />improvement at this time, and feel the City should discard plans for this work. <br />The City Administrator indicated that a recommendation will be made to the Council at <br />their November 13th meeting. Staff is likely to recommend this project not go forward <br />given comments received this evening, and the fact that the roadway condition is not <br />deteriorated to the point that work is not absolutely necessary.
