neighborhood. <br />Another resident asked about the possibility of a three -way stop on Arcade at Westwind <br />Drive to slow traffic down. Staff informed those present that it is not the typical situation <br />where a stop sign would be used and that in fact this type of stop sign can increase speeds by <br />aggravating drivers. <br />A Maplewood resident questioned the 32 foot wide width on Arcade between Keller Parkway <br />and LaBore Road versus a 30 foot width. Little Canada's staff explained it was due to the <br />higher traffic volummes on that section of the roadway. The Maplewood resident felt that <br />Maplewood City Council would listen to his concerns and would limit the roadway width. <br />He indicated that he wants the street to be a residential street and does not see the need for <br />the extensive improvements. Haider stated that minimum standards need to be upheld as this <br />is a MSA street. He further indicated that 32 feet is the standard residential street width in <br />the City of Maplewood. He also acknowledged that their City Council would have to look at <br />this issue. <br />Another resident stated that 4 feet of fill has been added on the lots adjacent to the pond on <br />Arcade Street. They have no backyard because of this dramatic slope. Aichinger explained <br />that those homes are elevated because of the high water table in the area. Little Canada's <br />staff will evaluate the possibility of piping some of this area to allow additional fill thereby <br />reducing the dramatic slopes in this part of the neighborhood. <br />A resident of 3070 Arcade Street stated there is a puddle in front of their driveway that never <br />dries up. The City Engineer said that he would note that and address it accordingly. <br />A Maplewood resident again questioned the use of barrier curb instead of surmountable curb. <br />He stated that barrier curb is more likely to get broken up by plows and also results in more <br />yard damage when the plow jumps the curb. Haider stated that his experience has been that <br />surmountable will typically sustain more damage than barrier curb and also results in more <br />yard damage because it's easier for the plow to jump over it. <br />Another resident stated that two houses on the west side of Arcade south of County Road D <br />have constant yard flooding She questioned the road grade at this point and how drainage <br />would be better accommodated. The City Engineer reviewed the road profiles and stated that <br />the low point of Arcade would be adjacent to the pond area. He also explained the roadway <br />surface will undulate throughout its length to accommodate drainage. <br />The City Engineer explained that if the project moved forward, construction would plan to <br />start in the spring of 1997 and that two months should be allowed to complete the process. It <br />was noted that access will be limited during construction times. <br />Questions on the proposed assessments were raised.
