NFAC
MEMORANDUM
NORTHWEST ASSOCIATED CONSULTANTS
COMMUNITY PLANNING - DESIGN - MARKET RESEARCH
TO: Little Canada Mayor and City Council
Little Canada Planning Commission
FROM: Daniel Licht / Stephen Grittman
DATE: 12 November 1996
RE: Little Canada - Shoreland Ordinance
FILE NO: 758.10 - 96.15
BACKGROUND
The City of Little Canada is currently in the process of revising its existing Shoreland
Ordinance. This revision has been prompted by a tributary river segment identified by the
Department of Natural Resources on the Protected Waters Map. This tributary river
segment is part of a St. Paul Water Works drainageway that, according to the Protected
Waters Map, drains into Gervais Lake. The Little Canada Shoreland Ordinance currently
does not have provisions related to tributary river segments. As such, part of the
ordinance revisions involve the addition of tributary river segment provisions based upon
the DNR's Model Shoreland Ordinance.
Attached For Reference:
Exhibit A:
Exhibit B:
Exhibit C:
City Map
Draft Flexibility Letter to DNR
Draft Ordinance Amendment
ISSUES ANALYSIS
Tributary Waterways. The DNR Protected Waters Map identifies a tributary river
segment along a St. Paul Water Works right -of -way. The DNR map identifies that this
tributary segment flows into Gervais Lake. The Little Canada Shoreland Ordinance does
not contain provisions regarding tributary water segments. As such, our office has drafted
an amendment to the Shoreland Ordinance to include requirements for tributary river
segments based upon the DNR model shoreland ordinance.
5775 WAYZATA BOULEVARD, SUITE 555 ST, LOUIS PARK, MINNESOTA 55416
PHONE 6 1 2-55 .- 595-9837
Page 24
