LITTLE CANADA ROAD RECONSTRUCTION <br />TRUNK HIGHWAY 49 TO COUNTY ROAD C <br />PROPOSED PROJECT <br />The following proposal will be presented to the public in accordance with Ramsey County Public Works Department's public <br />involvement process and is subject to approval by the Ramsey County Board of Commissioners, the City of Little Canada, the State <br />of Minnesota, and various other permitting agencies. <br />The segment of Little Canada Road from Trunk Highway 49 to the intersection of County Road C is proposed to be reconstructed. <br />Work will also be performed on the Little Canada Road/County Road C intersection. <br />The City of Little Canada has initiated a preliminary study for the redevelopment of the commercial area located between Trunk <br />Highway 49 and Market Street. Elements of the study could be accomplished concurrent with the Little Canada Road reconstruction <br />project. The reconstruction of Little Canada Road could begin in the spring of 1997 if all required approvals are received on <br />schedule. <br />NEED <br />The surface of Little Canada Road from Trunk Highway 49 to the Soo Line Rail System Track is eroded , cracked, and patched. The <br />base and sub -base are inadequate for current traffic conditions. There are minimal storm sewer provisions on this segment of Little <br />Canada Road. The existing road width and travel lane provisions from Trunk Highway 49 to County Road C are not in accordance <br />with accepted standards. There are no bicycle or pedestrian facilities located on this portion of Little Canada Road. <br />DESIGN ELEMENTS <br />Design elements of the project include: grading and paving Little Canada Road from Trunk Highway 49 through the County Road C <br />intersection to accommodate a roadway design consisting of two 11 foot travel lanes, two six foot shoulders. and two feet of concrete <br />curb and gutter. Ramsey County and the City of Little Canada will also study the feasibility of improving the water quality of Round <br />Lake through construction of the concrete curb and gutter, storm sewer system and storm water ponds. The City of Little Canada has <br />proposed six foot sidewalks on both sides of Little Canada Road from Trunk Highway 49 to Market Street. A sidewalk would <br />continue on the north side of the roadway from Market Street to County Road C. Impacts of the design elements on transportation <br />and development needs and community values will be discussed. Drawings of the proposed project are available for viewing prior to <br />the public meeting, at the Little Canada City Hall, 515 East Little Canada Road. <br />COSTS <br />The estimated cost for the reconstruction of $1,028,000. Ramsey County funds will pay for approximately 80% of the total project <br />cost. Assessments to benefiting property owners for non - roadway work will be determined in accordance with the assessment policy <br />of the City of Little Canada when final plans are complete. <br />PUBLIC INVOLVEMENT <br />Public input is being sought to determine which design elements of the proposed project provide for the transportation needs of <br />residents, businesses and road users and accommodate community values. <br />An informational meeting on this project has been scheduled for Tuesday, August 27, 1996, from 6:00 to 7:30 p.m. at the Little <br />Canada City Hall, 515 East Little Canada Road.
