Too often, interim uses can <br />become entrenched. Such uses should be <br />considered only under specific conditions <br />which do not compromise the City's long <br />term land use objectives. <br />• Plans for redevelopment and improvement <br />to the Rice Street corridor shall be <br />coordinated with bordering communities. <br />The City should aggressively pursue its <br />vision of the Corridor since it is a more <br />important factor in Little Canada's land use <br />planning than it is for the bordering Cities. <br />• An aesthetically pleasing environment free <br />from excessive outdoor storage shall guide <br />the physical development of the Rice <br />Street conidor. Outdoor storage can be <br />one of the greatest obstacles to effective <br />enforcement of aesthetics in a commercial <br />district. <br />• The attractiveness Rice Street shall be <br />enhanced through a continuing program of <br />civic beautification; tree planting; <br />maintenance of property, buildings, and <br />streets; and other measures which will <br />promote an aesthetically pleasing <br />environment. <br />• Programs and incentives for continuing <br />privately initiated property maintenance, <br />improvements for energy conservation and <br />redevelopment of questionable land use <br />shall be created and implemented. In <br />order to avoid the need for dramatic City <br />intervention in the future, the maintenance <br />612 595 983? P.09 <br />PACE 6 <br />of new projects should be a paramount <br />consideration. <br />Northwest Quadrant <br />Goals <br />• Maintain and improve the Northwest <br />Corridor of the City as a safe, viable, <br />orderly, productive and enhanced <br />environment for the residents of the City. <br />• Develop a cohesive land use pattern which <br />ensures compatibility and functional <br />relationships among activities <br />• Substandard housing shall be removed <br />when it is judged not economically feasible <br />to correct deficiencies <br />• Where practical, conflicting and non - <br />complementary uses shall be eliminated <br />through removal and relocation. <br />• Maintain housing stock value by <br />promoting home repairs, maintenance and <br />site clean up through code enforcement. <br />• Preserve and protect property values. <br />• Investigate and utilize public financing <br />alternatives to assist private interests in <br />development, redevelopment, or <br />rehabilitation efforts, <br />Policies <br />• Standards for development quality shall be <br />established for all land uses to insure an <br />enhancement of community character.
