Northwest Associated Consultants, Inc. <br />C O M M U N I T Y P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: April 8, 1996 <br />RE: Little Canada - Alliance Car Rental - Text Amendment <br />FILE NO: 758.09 - 96.08 <br />Background <br />Alliance Car Rental is an automobile rental company which currently maintains an office <br />and a small number of temporarily stored vehicles at the rear of the Little Canada Mall on <br />Minnesota Street. Under the B -3 Zoning District, office uses are permitted, however, <br />Outdoor Sales, Rental, and Display requires a Conditional Use Permit. Although the <br />Alliance operation has been in place for a number of years, no such CUP was ever applied <br />for or received. Due to an amendment to the B -3 District text in 1995 which removed B -2 <br />uses from the 3 -3 District, such auto - related rental no longer complies with the <br />Comprehensive Plan, which restricts auto - related commercial from general business <br />districts. <br />As a result, the Alliance Auto cannot now obtain a Conditional Use Permit, since <br />compliance with the Comprehensive Land Use Plan is a condition for CUP approval. In <br />an effort to be able to remain in their current location, Alliance has requested a text <br />amendment to the Zoning Ordinance which would essentially redefine their use as one <br />which is permitted.
