depends on a grid of antennas arranged in a geographically exact pattern. A "Cell" is <br />created by an antenna and serves as the link between the customer and the system while <br />the customer is within that particular cell. The technical aspects of fitting a cell site into <br />the grid pattern dictates a small search area for new antenna sites. The location of PCS <br />wireless antenna towers is very sensitive to latitude and longitude. The search area is <br />further refined by analyzing topographical features in a sophisticated computer modeling <br />that also takes into account neighboring antenna sites and predicted coverage of the new <br />cell. <br />If a PCS wireless antenna cannot be located within the search area then two towers or <br />sites may have to be built instead of one. Land use impacts will be minimized if PCS <br />antenna towers can be located according to the grid blueprint. <br />PROPOSED USE <br />APT is proposing to construct a 40 meter, self supporting tower with a triangular platform <br />at the top. Up to nine (9) directional panel antennas (77" high x 6" wide x 1.5 "deep) <br />which operates within the 1.9 GHz to 2.2 GHz radio frequency range. The overall height <br />will be 151.5 feet. <br />Unmanned, prefabricated, ground based equipment cabinets measuring approximately 5' <br />high x 3' wide x 3' deep will be located adjacent to the tower. Typically these weather- <br />proof, self - contained equipment cabinets are connected to the antennas by 1 5/8' cable <br />(each antenna requires one cable run). The communication equipment requires 100 amp, <br />220 volt, single phase electrical service. <br />The antennas should not be required to be lighted according to FAA requirements. The <br />antennas will transmit and receive low power wireless radio signals. <br />ZONING AND CONDITIONAL USE STANDARDS <br />That the establishment, maintenance or operation of the conditional use will <br />not be detrimental to or endanger the public health, safety, morals, comfort or <br />general welfare. <br />This site will enhance public safety and welfare because it will enable APT to bring this <br />new PCS wireless technology to Minneapolis. The ability to transmit data such as fax, <br />paging, computer data and video transmission will open a whole new way for business, <br />individuals and government services to communicate. Police can use PCS wireless fax <br />machines as part of their drug enforcement program to obtain immediate search warrants <br />when illegal activity is observed without leaving the scene.
