Northwest Associated Consultants, Inc. <br />C O M M U N I T Y P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: June 7, 1996 <br />RE: Little Canada - Donovan Construction - APT Transmission Tower <br />FILE NO: 758.09 - 96.11 <br />Craig Green of American Portable Telecom has applied for a Conditional Use Permit to <br />allow the construction of a 151 foot transmission tower for cellular telephone and other <br />wireless services on the Donovan Construction property at 53 South Owasso Boulevard. <br />These facilities are classified as essential services and are allowed in any zoning district, <br />subject to a Conditional Use Permit approval. The maximum height listed in the Essential <br />Services section of the Zoning Ordinance is 200 feet. This applicant is also negotiating <br />with the City for another antenna site on the City's water tower. <br />The applicant has identified the Donovan site as an important location in the network of <br />transmission facilities it must develop to offer its services in this portion of the Twin Cities <br />area. Essential services are special classes of land use which must be provided location <br />opportunity under FCC regulation, subject only to reasonable conditions which are <br />necessary to protect public health, safety, and welfare. The proposed site is in an <br />industrial area, and would provide Donovan with a tower for their own radio dispatch <br />needs, if necessary. <br />One issue which this application raises is that of future cellular tower needs. There are <br />two current freestanding towers in the City now (both near Highway 36) in addition to the <br />antennae on the City's water tower. This industry has changed significantly over the past <br />several months in that both technology and FCC licensing have created several more than <br />the original two cellular companies.
