This porch would <br />become a portion of the principal structure, requiring a 30 foot setback from the rear <br />property line. However, Mr. Jebens' proposed porch would be located 23 feet from the <br />rear property line, a setback violation of 7 feet. Mr. Jebens has requested a variance to <br />permit the construction as proposed. <br />The Little Canada Zoning Ordinance sets out the conditions which must be present in <br />order for the City to consider a variance request. These are listed in Section 922.010, <br />Subd. C.2. as follows: <br />2. A variance from the terms of the Ordinance shall not be granted unless it can be <br />demonstrated that: <br />a.
