DATE: <br />TO: <br />FROM: <br />RE: <br />FILE: <br />MEMORANDUM <br />August 9, 1996 <br />Scott Tangen <br />Paul Heuer <br />Stoneridge Development <br />372 Genera1/372 -234 <br />Bonestroo <br />Rosene <br />Anderlik & <br />Associates <br />Engineers & Architects <br />I have received and reviewed the grading and utility plans dated July 26, 1996 for the above mentioned project and <br />offer the following comments: <br />SANITARY SANITARLSEBILLILMLITEKILIIIN <br />All sanitary sewer having a cover of less than 6-1/2 feet must be insulated with high density foam insulation. <br />The water main is missing some important notes: <br />- DIP should be labeled as Class 52 <br />- existing vs new water main is not designated by either labels or different symbols <br />- method of connection to existing water main is not labeled <br />kll • ' U a/' , 11 . , 1t. • . <br />The 55 foot radius curve in the street does not pass minimum standards for 30 mph (275 foot). If Council chooses <br />to accept this plat configuration, the owner must provide appropriate warning signing for southbound traffic. <br />The cul-de -sac proposed has a diameter of 82 feet from curb face to curb face. The City's standard cul -de -sac has <br />a 90 foot diameter from curb face to curb face. This requirement must be met in order to accommodate turning <br />movements of school buses and emergency vehicles. This will lead to a right -of -way of 120 foot diameter. <br />The storm sewer line across Lots 3 and 4 must be accompanied by a permanent utility easement 20 feet wide. <br />The City's new standard street section includes geotextile fabric, 1 foot of select granular material, 8 inches of <br />100% crushed class 5 aggregate base, 1 -1/2 inches of bituminous base. and 1 -1/2 inches of bituminous wear. In <br />addition, drain tile may be required, depending what the soil borings show, <br />We are concerned about the drainage patterns of this development during storm events with intensity greater than <br />a 5 -year storm. Our concerns are related to 1) the appearance that water will overflow into the north sides of Lots <br />9 and 1 in addition to the designated area south of Lot 3, and 2) the depth and area of the ponded water before it <br />overflows. Residents of this development are likely to be afraid during heavier rainfalls, The owner should work <br />out a more defined overflow location that will bring pending depths to a more tolerable level. <br />Depending on the current drainage patterns along the southern ditch of C.R. D, a culvert may be needed beneath <br />the proposed street at it's connection to C.R.
