Director <br />MICHELLE DeBACE, Program Coordinator <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Jim Morelan, Parks & Recreation Director <br />RE: Parks & Recreation Department Staffing <br />During last year's budget discussions, it was decided to remove <br />the funding for a full -time Parks & Recreation Assistant from the <br />original budget proposal. On January 1 both part -time Parks & <br />Recreation Assistants went on an hourly pay schedule. It was <br />noted that actual hours worked would then be able to be <br />documented. Previous to that time both employees were salaried <br />based on 25% of full -time, or 20 hours per week combined. <br />I have discussed with both employees my desire to have them work <br />more hours. This would enable us to better keep up with the <br />department workload and to reduce some of my extra hours. This <br />has not been possible for them due to the demands of their <br />regular employment. <br />The hours they have worked during the first eight months of this <br />year are essentially the same as they have been over the past <br />several years. Michelle has averaged 14.2 hours per week and <br />Jack has averaged 11.6 hours per week. This results in a <br />combined total of 25.8 hours per week. My extra hours are <br />running approximately the same as in 1995. <br />I still feel that hiring someone full -time in place of the two <br />present part -time employees would greatly improve the operation <br />and efficiency of the Parks & Recreation Department, and I would <br />recommend that the Council move in that direction for 1997. <br />If the Council chooses not to follow this recommendation, the <br />minimum action that needs to be taken at this time is to <br />authorize advertising for a replacement for Jack. He will be <br />resigning as of December 31st, and I would like to get his <br />replacement hired by approximately October 1st in order to effect <br />a smooth transition. <br />Page 40 <br />
