City Officials <br />May 2, 1985 <br />Page 5 <br />Those applications which meet the basic requirements will be further <br />evaluated to determine if they meet any of the additional criteria listed <br />below. A proposal will receive one (1) bonus point for each of the <br />additional criteria it addresses: <br />1. Program proposes increased prescriptive energy requirements for <br />new construction or energy conservation methods revealed by energy <br />audit for existing homes. Communities interested in these criteria <br />may contact MHFA to receive a copy of its Prescriptive Energy <br />Requirements Handbook. <br />2. At least 30% of the funds requested are to be used in non - economic <br />geographical targeting, such as a rollover program, in -fill projects, <br />etc <br />3. The local program must require that at least 30% of the funds requested <br />will be used by households with incomes below 80% of the MHFA maximum <br />allowable adjusted household income through one or more of the <br />following methods: <br />A. Cash assistance to borrowers. <br />B. Requirement that newly constructed homes be of modest cost. <br />C. Public actions regarding the relaxation of zoning or sub- <br />division requirements. In other words, the object of this <br />requirement is that a specific action must be initiated by <br />the community to reach individuals of lower income. Merely <br />stating that you will reach lower incomes is not enough. <br />4. The local program proposes to commit at least 30% of the funds to <br />developments which use significantly less land per dwelling unit <br />than the average for the community. <br />Up to 60% of the funds available will be awarded to proposals which <br />receive bonus points. Proposals with the most points will receive <br />priority in selection. In the event there are more proposals than funds <br />available, proposals with equal numbers of points will be selected by lot. <br />Those proposals not selected will be eligible for lottery selection for the <br />remaining 40% of the funds. All eligible applications which did not <br />receive bonus points and any proposals not selected in the first lottery <br />are eligible for selection, by lot, to receive an allocation from the <br />remaining 40% of the funds. <br />All selections shall be made at the sole discretion of the Board of MHFA <br />in accordance with the above procedures. <br />40 <br />
