Little Canada Road <br />Little Canada, Minnesota 55117 <br />Dear Council Members: <br />Tonight a public hearing is being held regarding the <br />Sofie /Peterson addition. I would like to submit several co;n- <br />ments regarding this area of development. <br />This development and the area immediately to the West <br />and adjacent to Payne Avenue will provide a substantial number <br />of new housing units. The copy of the plat as provided to the <br />residents by the city, indicates a through street from Allen <br />Avenue continuous to County Road D. It has been learned that, <br />with the full knowledge of the city, this is in error. The <br />streets in this area are intended to be cul -de -sacs leaving <br />Payne Avenue and Greenbrier Street as the only means of <br />access to Allen Avenue. This will cause a substantial and <br />unwarranted increase of traffic on Payne Avenue and Green- <br />brier Street. <br />The area in question, which obstructs the continuous <br />street, is the power line easement designated for recreational <br />use. Various positions regarding safety under such trans- <br />mission lines may be taken. The final question which must be <br />raised is the extent to which people will allow their children <br />to use a facility in this environment. I fully understand <br />the need to use finite land resources in the most efficient <br />manner. However, waste, scrub, or undesireable land should <br />not be the place that our children should be expected to play. <br />The use of public funds for land acquisition is justified to <br />create an acceptable recreational facility, yet providing <br />adequate access to all residential areas. <br />The city has a unique opportunity to consider development <br />for the entire area if it would review the Sofie /Peterson <br />and adjacent area (now being worked on) as a single entity. <br />This would allow adequate input from all concerned to maxi- <br />mize land use, recreational areas and traffic flow. <br />Respectfully yours, <br />Steven Hiland <br />
