Mr. Joseph G. Chlebeck <br />December 27, 1984 <br />Page 3 <br />D. SYSTEM MODIFICATIONS AND PROBLEMS: <br />1) The City of Fridley has had this system for several months. Since <br />the system was delivered, they have been testing systems and <br />giving their staff orientation exposure to the system prior to <br />going on -line in 1985. <br />As of November 21, 1984, they had listed 48 system "modifications" <br />plus 20 system "problems ". I feel confident that these listings <br />will be expanded once the systems are all being used in 1985. <br />However, the exact disposition of such changes (and the financing <br />thereof) is an unknown factor at this time. <br />E. OTHER CONSIDERATIONS: <br />1) I believe that the City of Fridley has withheld full payment for <br />their system pending the outcome of Item D above. <br />2) I believe this system to be overly (and unduly) complex for your <br />City. You presently have (in the Phillips mechanical system) an <br />adequate, yet simple accrual -basis system. I do not feel that the <br />City would be satisfied with obtaining a similarly simple cash - <br />basis system or an overly complex accrual -basis system. <br />3) Any computerized system which the City may obtain will be a major <br />capital commitment. Such commitment must meet the existing and <br />projected needs of the City at this time. <br />I plan on attending the City Council meeting on January 9, 1985 to review this <br />Report with the City Council.
