January 9, 1985
Ramsey County
DEPARTMENT OF PUBLIC WORKS
167 Courthouse
St. Paul, Minnesota 55102
(612) 298 -4127
Michael Fahey
Mayor of Little Canada
515 East Little Canada Road
Little Canada, Minnesota 55117
Regional Recreational Bikeway System Plan
KENNETH E. WELTZIN
Director
and
County Engineer
PHYLLIS F. SPECKER
Deputy Director
In 1978 Ramsey County prepared a Regional Recreational Bikeway System Plan. That
Plan is included in the Ramsey County Comprehensive Plan. Ramsey County Public
Works Department proposes to amend Figure 4.5 of the Comprehensive Plan which
illustrates the Regional Recreational Bikeway System Plan.
A bicycle lane is illustrated in the figure on County Road B2 from Edgerton Street to
Arcade Street in Little Canada. The County proposes that the Regional Recreational
Bikeway System Plan will include a bicycle lane on County Road B between Edgerton
Street and Arcade Street in Maplewood, rather than on County Road B2.
County Road B2 and County Road B between Edgerton Street and Arcade Street are
similar in traffic volumes, cross traffic, aesthetics, system continuity and land use
patterns. They differ, however, in topography. .County Road B2 has grades that would
be far more difficult for bicycles to negotiate. Both connect Phalen Regional Park
with Lake Gervais County Park. Both Arcade Street and Edgerton Street allow access
across T.H. 36; the bridge on Edgerton Street, however, is wider over the highway than
the one on Arcade Street, and would better accommodate bicyclists. In addition, County
Road B is wider than County Road B2 and could accommodate a bicycle lane at less
cost than County Road B2.
For these reasons, I request your concurrence in the proposed amendment of the Regional
Recreational Bikeway System Plan in the Ramsey County Comprehensive Plan.
If you concur, the amendment will be submitted to the Board of Ramsey County
Commissioners for their approval.
Kenneth E. Weltzin, P.E.
Director and County Engineer
1<D:m
44
