Little Canada Rd. <br />Little Canada, Minn. 55117 <br />Dear Council Members: <br />500 West Highway 96 <br />St. Paul, Minnesota 55112 <br />484 -3301 <br />RE: Woodlyn Ave. <br />Feb. 5, 1985 <br />FEB 6 1985 <br />CITY OF <br />LITTLE CANADA <br />At a meeting of the Council in November 1984 it was decided to approach <br />the Soo Line Railroad relative to the use of its right -of -way for the <br />extension of Soo Lane which would parallel the railroad from Woodlyn <br />to South Owasso Boulevard. <br />It appeared to myself and I beleive the entire Council that the question <br />of right -of -way was the only obstacle in the way of constructing the road. <br />A few days later I was invited to a meeting of all the owners in the area <br />affected. Mr. Black was not present. (We had already met with Mr. Black <br />on the site and by making some adjustment had fairly well resolved his <br />questions.) <br />At this meeting the right -of -way was still a concern. However, equally <br />important, was the cost and how it would be spread. <br />We did not have and still do not have what could be called a bona fide <br />cost estimate. However, we have calculated an estimate which is in the <br />"ball park" of about $100,000.00 not including sewer and water. The <br />sewer would require easements through their property as well as the <br />Auge property. <br />Shortly thereafter I talked to the right -of -way division of the railroad. <br />Mr. Stan Mrosak informed me that the railroad does sometime release <br />property with two basic stipulations. <br />FIRST: The railroad would expect to be paid fair market value for the <br />property. <br />SECOND: There would be some stipulation against special assessments. <br />He also stated that the question should first be approved by the <br />Engineering Department to determine whether the railroad needed the <br />right -of -way. <br />• _ _ . 18 <br />
