PLANNING REPORT <br />eTh <br />orthwest associated co nsulta nts, inc. <br />pgnig <br />T0: Little Canada Mayor and City Council <br />FROM: Jay Baago <br />DATE: 28 January 1985 <br />RE: City of Maplewood - Schroeder Request <br />FILE NO: 758.09 - 85.01 <br />JAN 30 1985 <br />CITY OF <br />LITTLE CANAD t.., <br />BACKGROUND <br />Robert Schroeder has requested a Comprehensive Plan amendment to the City <br />of Maplewood to redesignate a section of land from Rh, Residential Higher <br />Density to SC, Service Commercial Center. The parcel in question is located <br />south of County Road B, west of the Soo Line tracks, and adjacent to a strip <br />of land along Rice Street designated SC (Exhibit A). The area is zoned BC, <br />Business Commercial which allows for a wide range of business activities. <br />The City of Maplewood has asked the City of Little Canada for an opinion on <br />this matter, as the proposed redesignation may have a potential impact on the <br />area within Little Canada bordering to the north. <br />ANALYSIS <br />The impact area is identified as District 23 in the Little Canada Comprehensive <br />Plan. Because of its location between Trunk Highway 36,and I -35E, the district <br />is primarily isolated and vacant. What sparse development exists is in the <br />form of scattered single family homes and a mini- storage warehouse. The area <br />is zoned B -W, Business- Warehousing, to the west of the Soo Line tracks, and <br />R -1, Single Family to the east. The Comprehensive Plan states that what future <br />development may occur here will primarily he industrial and little residential. <br />Due to its location near major roadways, the proposed redesignation may bring <br />extensive commercial development to the parcel in question (Exhibit B). However, <br />most of the increased traffic generated by this development will come from <br />neighboring Roseville to the west and St. Paul to the south, depending on the <br />1J4 !?Fill <br />1! 1 \(( <br />1.'
