northwest Essociated consult8nts, inc. <br />PLANNING REPORT <br />T0: Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />FROM: David Licht <br />DATE: 6 March 1985 <br />RE: Steneroden Rezoning /Conditional Use Permit Request <br />FILE NO: 758.09 - 85.07 <br />CASE BACKGROUND <br />Mr. Roane Waite has filed applications for rezoning and a conditional use <br />permit on behalf of Ruth Steneroden, the owner of a long narrow strip of <br />property fronting on Rice Street and extending eastward to the Schreier <br />development, south of the tier of lots on Iona Lane (see attached location <br />map). The property is presently zoned R -1. The requested change is to B -3, <br />intense commercial. <br />A conditional use permit has also been applied for, for the development of a <br />car wash. The only details provided relative to this proposed use are found <br />in a letter from Mr. Waite dated 12 February 1985 and attached to this report <br />as Exhibit B. Mr. Waite and Ms. Steneroden have been formally advised by <br />letter that insufficient information has been submitted and that review of the <br />conditional use permit will be delayed until such time as data as specified <br />by the Zoning Ordinance is provided by the applicant. <br />In the material which follows, only the rezoning request has been addressed. <br />In considering this matter, the Commission and Council may wish only to <br />comment generally on the request and not undertake final recommendation or <br />decisions until such time as the proposed use of the property is more clearly <br />and precisely defined. <br />REZONING REQUEST EVALUATION <br />The aerial photo of the site, attached as Exhibit C, illustrates the problems <br />and difficulties of the rezoning question, as well as the development possibilities <br />which are involved. The site plus the existing residential development on Iona <br />Lane is zoned R -1, Low Density Residential.
