It was the opinion of the attorney and <br />other Council members, that the proceedings were <br />by petition of Mr. Dolan, since he represented <br />many of the land owners, he paid the rezoning fee <br />and obtained the abstract for the mailing list. . <br />A rezoning by petition takes a majority of the Council. <br />2 n <br />
