4 <br />PLANNING REPORT <br />northwest associ2ted consultants, inc. <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 9 April 1985 <br />RE: Ed Anderson Fourplex <br />FILE N0: 758.09 - 85.13 <br />APR 10 1985 <br />CITY OF <br />LITTLE CANADA <br />BACKGROUND <br />Ed Anderson has applied for a subdivision of his property which fronts on <br />Park Street. The proposal includes the rezoning of the parcel to R -B, <br />Residential Business District, and construction of a fourplex structure <br />subject to approval of a conditional use permit for that purpose. In <br />addition the project requires a variance from lot width requirements. <br />The lot is located to the north of the Villeux- Peterson properties which <br />were recently rezoned to R -B. Each of these lots currently are developed <br />single family residential. The current zoning on the Anderson parcel is <br />B -3, General Business. <br />ANALYSIS <br />There are four separate applications involved in this proposal: (1) sub- <br />division, (2) rezoning, (3) conditional use permit, and (4) variance. <br />Each will be evaluated separately. <br />Rezoning <br />The land use, and therefore the zoning, of a particular parcel of land is <br />directed by the general goals and policies of the Comprehensive Plan. The <br />site is located along the border of Planning Districts 18 and 19. District <br />18 is a commercial oriented district fronting on Rice Street. District 19 <br />is a large area of public and residential uses.
