The proposal includes the rezoning of the parcel to R -B,
Residential Business District, and construction of a fourplex structure
subject to approval of a conditional use permit for that purpose. In
addition the project requires a variance from lot width requirements.
The lot is located to the north of the Villeux- Peterson properties which
were recently rezoned to R -B. Each of these lots currently are developed
single family residential. The current zoning on the Anderson parcel is
B -3, General Business.
ANALYSIS
There are four separate applications involved in this proposal: (1) sub-
division, (2) rezoning, (3) conditional use permit, and (4) variance.
Each will be evaluated separately.
Rezoning
The land use, and therefore the zoning, of a particular parcel of land is
directed by the general goals and policies of the Comprehensive Plan. The
site is located along the border of Planning Districts 18 and 19. District
18 is a commercial oriented district fronting on Rice Street. District 19
is a large area of public and residential uses. The Comprehensive Plan
lists the following land use policies which relate directly to the property
in question:
4820 minnetonka blvd. minneapolis, minnesota, ste. 420 55416 tel. 612/925 -942C
