MEMORANDUM <br />northwest associated consultants, inc. <br />T0: Little Canada Mayor anni -City Council <br />FROM: David Licht <br />DATE: 11 April 1985 <br />RE: Little Canada - Centerville Road Area Study <br />FILE NO: 758.09 - 85.11 <br />Mr. Chlebeck has informed us of your action relative to the Centerville Road <br />area and pursuing a planned unit development designation for the land involved. <br />Not being present when this very critical approach was defined, we are uncertain <br />as to what objectives are to be accomplished. <br />On face value, we are concerned from a legal perspective of the planned unit <br />development concept being applied without full and up front agreement of all <br />property owners affected. As planned unit development is a form of contract <br />zoning, City initiated applications must be approached cautiously. An alter- <br />native might be to create a new industrial zoning district. This could take on <br />a conventional zoning character similar to those now existing for—the City or <br />it could be more performance oriented. (We have attached a brief article <br />summarizing one performance approach we have implemented in the City of Lakeville. <br />As part of our planning work for White Bear Lake, we utilized a similar zoning <br />concept in a problem area of that community.)
