PLANNING REPORT <br />nort <br />west associated consultants, inc. <br />TO: Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: 15 July 1985 <br />RE: Manes Subdivision Request <br />FILE NO: 758.09 - 85.25 <br />At the 11 July 1985 Planning Commission meeting, the proposed Manes lot <br />split was considered. In 1984, Mr. Manes was granted a split of his <br />larger parcel, a portion of which has since been purchased by Mr. Richie. <br />At that time, our office issued a report which recommended approval subject <br />to a condition requiring that a sketch was provided by the applicant showing <br />the potential resubdivision of the two large (2 acres plus) lots as required <br />by the Subdivision Ordinance, Section 1OO5.O2O.d.9. A copy of that report <br />has been included with this memorandum. <br />Included in that report, dated 28 June 1984, was a drawing prepared by our <br />office showing one example of such a potential resubdivision. This sketch <br />was not intended to suggest that the lots be laid out in that fashion, nor <br />that a right -of -way be reserved in that location. The intent was to illustrate <br />to both the City and the applicant what was required by Ordinance. <br />With the proposed 1985 subdivision, the concern arises that LaBore will be <br />developed fully prior to any of the land to the south being considered for <br />potential subdivision. Such a condition will result in precisely the <br />predicament the City and the landowners find themselves in with the Thunder <br />Bay and Sophie /Peterson developments. It is granted that current landowners <br />may have absolutely no intention of developing the near future, but neither <br />did landowners in the Thunder Bay area as recently as two or three years ago. <br />With such a similar case history, the City should be well aware of the potential <br />problems that such a lack of planning can lead to, as well as the great' <br />expense and regulatory headaches involved in trying to rectify those problems. <br />23 <br />4820 minnetonka blvd. rninneapolis, mn, ste. 200 55416 (612) 925 -9420 <br />
