Page 4 <br />The Unemployment Insurance Fund debt to the <br />federal government is currently $129 million. <br />During the 1986 session it is imperative <br />that the Legislature examine and reform our <br />unemployment insurance system and Worker's <br />Compensation rates. <br />11. Superfund and Victim's Compensation. This <br />compromise bill incorporates changes to the <br />superfund law and establishes a victim's <br />compensation fund. The bill amends superfund <br />provisions relating to liability for third <br />party damages and removes mandatory "joint <br />and several" liability per personal injury, <br />allowing common law to apply. <br />The bill also creates a $2 million Hazardous <br />Substance Injury Compensation Fund to provide <br />compensation to persons injured from the <br />release of hazardous materials. This fund <br />would help those who cannot be compensated <br />by legal action against the responsible party. <br />It permits compensation for property loss, <br />medical expenses, lost income or death, limited <br />to $250,000. I supported this legislation. <br />As Chairman of the Committee on Local and Urban Affairs, <br />I worked hard to control unnecessary spending. This <br />was accomplished successfully in my committee. However, <br />many policy and spending priorities of the Senate ended <br />up in the final conference bill. <br />Overall, I would say we did well. We passed the smallest <br />increase in the state budget in 20 years! We passed <br />fewer bills this year than at anytime since the turn <br />of the century, and that means lower taxes and less <br />government intrusion on people's lives. We gave our <br />people hope for a better job climate in the state of <br />Minnesota, both now and in the future. We opted for <br />quality, not quantity legislation in the House. <br />I have had more positive input from my constituents <br />than ever before since I took office in 1978. This <br />is greatly encouraging as well as inspiring to know <br />that you are well informed on the issues and have given <br />them considerable thought.
