MINUT)JS <br />CITY COUNCIL <br />APRIL 26, 2006 <br />tax increasing stating that the same services could he provided with more <br />judicious spending. 51% of residents felt that anyone using a credit card <br />Co pay City fees should absorb the transaction fee while 29% felt the City <br />should absorb the fee. 53% of residents feel that Little Canada property <br />taxes are high while 34% feel they are above average. Keis felt that the <br />feeling that taxes are high is a hold over from the days when Little Canada <br />was ranked as the highesC taxed City. Morris agreed, and suggested that <br />Che City utilize every newsletter to keep property owners informed on this <br />issue. <br />Morris noted that 86% of residents feel that service quality provided by <br />the City has kept pace with growth. <br />The next focus of the survey was on City characteristics. Morris indicated <br />that residents fee] there are loo many affordable rental units and high cost <br />housing and too little retail, dining, and entertainment opportunities. <br />Again, Morris indicated thaC residents are looking for family dining. <br />60% of residents rated Che Rice StreeC redevelopment as excellent or good, <br />and 76% of residents would like to see this redevelopment effort <br />continued. 55% support the use of City financial incentives to continue <br />redevelopment. <br />The survey then focused on the City's communication efforts with <br />overwhelming support being given to the City's newsletter. 96°Io of <br />residents remember receiving the newsletter and 95% regulat~ly read it. <br />94% rated the newsletter as an effective communications tool. Morris <br />stated that this was the highesC rating that they have received. Cable TV <br />and the website did fairly well. The rankings for viewing of City meetings <br />on Cable TV was very high, and 45% of residents have visited the City's <br />web site. IC was noted that not one resident listed the Roseville-Little <br />Canada Review as a source of City information. 52% of City residents <br />were interested in having the newsletter emailed and 51% were interested <br />in emailed City updates. <br />With regard Co program continuation, there was strong support for <br />continuation of the annual town meeting. IC was noted that there is likely <br />value in airing the Mayor's State of the City address on Cable TV in lieu <br />of holding the Cown meeting. Morris noted that the City's overall <br />communications rating was 83°/o excellent to good which is the highest or <br />second to the highest that they have seen. This explains the feeling of <br />empowerment that citizens have. Morris stated that survey results <br />indicated that Che City has done a great job of communicating. <br />In summary, Morris indicated that Little Canada residents feel very <br />positively about the City. They do have some concerns that there are <br />
