Community Education Rules Adopted by the State Board of Education on January 12,1976 Edu 680 Philosophy The community education program, the basis for providing community services, is an education - based partnership between the community and the formal education system whereby the resources of both are used as available for the continuing growth or betterment of both. Edu 681 Inclusions Community services, as defined for school dis- trict, includes services rendered by a school dis- trict beyond the regular K -12 program, as recom- mended by the Community Services Advisory Council and approved by the local board of educa- tion. Edu 682 Limitation on Aids and Levies General purpose community education aids and levies may not replace financing specifically provi- ded by categorical aids or other dedicated finan- cing. General purpose community education funds shall not be used for adult vocational training. An exception may be permitted when the advisory council, with local board of education approval, deems that the vocational training has a special community significance in addition to individual benefit. Community service funds shall be used for com- munity service administration and leadership, the expansion of existing community service programs, the implementation of new community service pro- grams, and the maintenance of existing community service programs. Edu 683 Financing All community service activities, regardless of financing, shall be operated from the Community Service Fund, No. 4, and not the General Fund, No. I. Year -end balances from this fund are to be reserved for future community service activities and shall not be transferred to other funds. Capital Expenditure Fund monies may be transferred into the Community Service Fund for equipment or other capital expenditures. In addition, General Fund monies may be transferred into the Com- munity Service Fund for any purpose of that fund. All fees collected for any community service pro- gram shall also be deposited into the community service fund. Edu 684 The District Advisory Council 1. The advisory council on community services to the district shall be composed of members who represent a cross section of various community organizations, agencies, and interested citizens. The important factor in determining the size of the council is to have representation and input from the various facets of the school district population. 2. Recommendations for the use of Community Service Funds shall be made by the advisory council to the district board of education. The school board retains final authority in deciding Which programs are to be adopted and how they are to be implemented. 3. Each advisory council shall have a minimum of four meetings per year. Edu 685 Community School Directors Where a school district employs a district -wide director, all community services funds shall be ad- ministered by the community services director un- der the supervision of the local superintendent. However, any community services program fi- nanced by categorical aids from the State Depart- ment of Education may be exempted from this rule by action of the local board of education. Edu 686 Levy Effort For purposes of Laws 1975, Chapter, Sec. (M.S. 124.271, Subd. I), any district which did not qual- ify for a community school levy in 1974, shall he deemed not to have levied at the maximum per- missible. Edu 687 Annual Report Each year on or before June 20, each district having a community service levy shall report to the Department of Education on forms authorized by the Commissioner.
