Community Education Rules Adopted by the <br />State Board of Education on January 12,1976 <br />Edu 680 Philosophy <br />The community education program, the basis for <br />providing community services, is an education - <br />based partnership between the community and the <br />formal education system whereby the resources of <br />both are used as available for the continuing growth <br />or betterment of both. <br />Edu 681 Inclusions <br />Community services, as defined for school dis- <br />trict, includes services rendered by a school dis- <br />trict beyond the regular K -12 program, as recom- <br />mended by the Community Services Advisory <br />Council and approved by the local board of educa- <br />tion. <br />Edu 682 Limitation on Aids and Levies <br />General purpose community education aids and <br />levies may not replace financing specifically provi- <br />ded by categorical aids or other dedicated finan- <br />cing. <br />General purpose community education funds <br />shall not be used for adult vocational training. An <br />exception may be permitted when the advisory <br />council, with local board of education approval, <br />deems that the vocational training has a special <br />community significance in addition to individual <br />benefit. <br />Community service funds shall be used for com- <br />munity service administration and leadership, the <br />expansion of existing community service programs, <br />the implementation of new community service pro- <br />grams, and the maintenance of existing community <br />service programs. <br />Edu 683 Financing <br />All community service activities, regardless of <br />financing, shall be operated from the Community <br />Service Fund, No. 4, and not the General Fund, <br />No. I. Year -end balances from this fund are to be <br />reserved for future community service activities <br />and shall not be transferred to other funds. Capital <br />Expenditure Fund monies may be transferred into <br />the Community Service Fund for equipment or <br />other capital expenditures. In addition, General <br />Fund monies may be transferred into the Com- <br />munity Service Fund for any purpose of that fund. <br />All fees collected for any community service pro- <br />gram shall also be deposited into the community <br />service fund. <br />Edu 684 The District Advisory Council <br />1. The advisory council on community services to <br />the district shall be composed of members who <br />represent a cross section of various community <br />organizations, agencies, and interested citizens. <br />The important factor in determining the size of <br />the council is to have representation and input <br />from the various facets of the school district <br />population. <br />2. Recommendations for the use of Community <br />Service Funds shall be made by the advisory <br />council to the district board of education. The <br />school board retains final authority in deciding <br />Which programs are to be adopted and how they <br />are to be implemented. <br />3. Each advisory council shall have a minimum of <br />four meetings per year. <br />Edu 685 Community School Directors <br />Where a school district employs a district -wide <br />director, all community services funds shall be ad- <br />ministered by the community services director un- <br />der the supervision of the local superintendent. <br />However, any community services program fi- <br />nanced by categorical aids from the State Depart- <br />ment of Education may be exempted from this rule <br />by action of the local board of education. <br />Edu 686 Levy Effort <br />For purposes of Laws 1975, Chapter, Sec. (M.S. <br />124.271, Subd. I), any district which did not qual- <br />ify for a community school levy in 1974, shall he <br />deemed not to have levied at the maximum per- <br />missible. <br />Edu 687 Annual Report <br />Each year on or before June 20, each district <br />having a community service levy shall report to the <br />Department of Education on forms authorized by <br />the Commissioner. <br />Edu 688 -699 Reserved for Later Use. <br />3 9 <br />29 <br />
