November 5, 1985 <br />Little Canada City Council <br />c/o Mayor Michael Fahey <br />515 East Little Canada Road <br />Little Canada, Mn. 55117 <br />Dear Council Members: <br />Last winter I approached the City Council concerning the runoff of rainwater <br />onto my property from LaBore Road. Because I needed to have this water controlled <br />around the perimeter of my new home, I purchased a fill permit. I in effect <br />purchased a permit to control city /county water. <br />In order to purchase this permit, I was required to provide "topos" which would <br />enable you to see the effect this fill would have on my neighbors' property. <br />Now, as you stand in my backyard, you can see how my neighbor has filled a <br />hollow area which is now at least ten feet above the level of my property. <br />The area is now draining directly into my yard. <br />I am requesting that a copy of the Council minutes which will incldde the <br />discussion of the fill permit, the topography report and the authorization of <br />a fill permit for my neighbor be sent to me. <br />In addition, since I am now at a loss as to how I can effectively cdntrol <br />the water in the yard, I am asking the return of the fill permit deposit and <br />guidance from you and the City Engineer as to how the City will overcome <br />a now even bigger flooding problem on my property. <br />��Sinc//erely, <br />Dale P.
