PLANNING REPORT <br />northwest associated consultants, Inc. <br />T0: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 9 September 1985 <br />RE: Minnesota Mini Storage - Sign Variance <br />FILE NO: 758.09 - 85.32 <br />NMF/a) <br />SEP 9 1985 <br />CITY OF <br />LITTLE CANADA <br />BACKGROUND <br />Earlier this summer, Minnesota Mini Storage was granted approval for the expansion <br />' of their mini storage and office warehouse complex near County Road 15 and <br />Highway 36. Approval was contingent upon the submission of proper landscape <br />plans and signage plans. The sign plans have been submitted. The proposed <br />erection of two new freestanding signs requires the processing and approval of <br />a variance. A review of this request follows below. <br />• ANALYSIS <br />The Ordinance states that no more-than one freestanding sign may be used, except <br />in the case of a shopping center, two freestanding signs may be used by conditional <br />use permit. In this case, however, the applicant proposes a total of four free- <br />standing signs. Two are existing signs identifying the mini storage businesses. <br />Two would be new signs identifying the office warehouse buildings, as shown in <br />Exhibit A, attached. <br />The Zoning Ordinance lists five requirements which must be met to consider a variance <br />request. However, the Ordinance addresses single buildings and uses, never multiple <br />uses in multiple buildings on a single site. It seems appropriate in such cases to <br />evaluate multiple buildings planned unit developments on a case by case basis. <br />In this application, the individual buildings would be each allowed a freestanding <br />sign if located on separate lots. In addition, with the amount of building frontage <br />and square footage, the allowable sign area is far in excess of that proposed.
