Land Use Objectives <br />Land use and land use patterns act to create and shape the quality, character <br />and intensity of activity and generate related service and transportation demands <br />of a community. Land use therefore is the key element in a Comprehensive <br />Physical Plan. The emphasis and attention to this aspect of community develop- <br />ment cannot be overstated. <br />With the overall city development goals in mind, policies must be established <br />which prevent a continuation of present practice and work to correct existing <br />problems. With regard to existing problems, it is evident that the correction <br />will not be rapid or dramatic. However, change will occur and it is important <br />that each change work towards improvement of the community. The following <br />objectives serve as a reference for planning and decision - making. <br />1. Develop a comprehensive land use pattern which ensures compatibility <br />and functional relationships among activities. <br />Explanation: Community development occurs on a piecemeal and <br />fragmented basis through investments by private individuals. The <br />function of government in this process is to coordinate, relate and <br />control private development for the health, safety and protection of <br />the individual and community. The means by which government <br />executes this function is a Comprehensive Plan, notably the land use <br />elements and development controls such as zoning and subdivision <br />ordinances. <br />Some of the existing zoning districts are too broad and encompassing <br />to ensure compatibility between one use category and another. As a <br />result, an inappropriate mixing of uses has occurred in certain areas of <br />the community, making the primary function of these areas less readily <br />discernable. If left unchecked, this situation could eventually lead to <br />a decline in the environmental condition and quality of the entire <br />community. <br />In order to correct existing deficiencies and prevent future problems, <br />a land use plan and supportive ordinances should be formulated to guide, <br />development and ensure proper placement and relationship of uses. The <br />plan and supportive ordinances should include the establishment of <br />development districts within the community which are based upon and <br />create logical units.
