8. Ensure that community development is compatible with features of the <br />natural environment and is accommodated without destroying environ- <br />mental features and natural amenities. <br />Explanation: Often the extent of development is dependent upon features <br />of the natural environment and the rules and regulations that govern their <br />usage. In Little Canada, areas of this type that require special considera- <br />tion are the lakes, the wetlands and particularly, areas of questionable <br />soil quality. The impact of development upon these features must be <br />assessed prior to allowing any development which might affect them. <br />Provide safe, healthy and attractive residential environments which offer <br />a broad and full choice of housing types, while encouraging creative <br />approach (as opposed to traditional subdivision design) to the use of <br />land and related residential development. <br />Explanation: In order For Little Canada to provide its share of the <br />metropolitan area future residential demand, growth must occur. The <br />type and style of housing provided must meet this demand. In addition, <br />sufficient housing and sufficient housing sizes, types and styles to meet <br />the needs of all segments of the population, notedly groups with <br />specialized housing needs, such as the elderly or handicapped must <br />must also be provided. <br />9. <br />10, Provide safe, convenient, attractive, and accessible commercial develop- <br />ment within Little Canada, while promoting and maintaining balanced <br />commercial activity that is viable and responsive to the needs of the <br />community. <br />Explanation: Presently the majority of commercial activity within Little <br />Canada occurs along Rice Street. This commercial activity is primarily <br />auto - oriented and creates such prohlems as parking and congestion. <br />Through planned redevelopment and infill this "strip" of commercial <br />development can be vitalized and better serve the community. Additional <br />commercial activity should occur on a limited basis throughout the <br />community to serve the neighborhoods. Because of the major freeways <br />transversing the community, high volume, rapid service highway- oriented <br />commercial activity occurs in certain areas of Little Canada. This too <br />is important but should be limited to those intersections at which it <br />already exists and only restricted expansion allowed in the future. <br />20 <br />
