Commissioner :-iunt November 27, 1985 Page Two 3) May 26, 1982 - The Office of the Judicial District Administrator and the Office of the Ramsey County Municipal Court Administrator issued a report which found that "...suburban municipal court reorganiza- tion is necessary to ensure the effectiveness and fairness of municipal court operations in the future ", and further that "...the development of one suburban court location appears to be the most effective so- lution to caseload expansion... ". 4) December 17, 1982 - The Ramsey County League of Local Governments' Committee on Court Consolidation issued a report which stated "the Committee felt it could support the concept of one centrally located suburban court facility if other county services were provided there in addition to courtrooms ", and further that "...it was most logical for the final decision...to be placed in the hands of one single authority ", and that "...this decision should be made by the Ramsey County Board of Commissioners (with) input from the fifteen municipalities, the municipal court judges and the municipal court administration ". Additionally, the Committee indicated it would sup- port the following amendments to Minnesota Statutes, Section 488A.18, Subd. 10 (quoted in its relevant part): Place of holding court. The county of Ramsey shall provide suitable quarters for the holding of regular terms of court at all places where court sessions are conducted. Regular sessions shall be conducted in the city of St. Paul, and in__at-- least one other location within the county, but outside the city of St. Paul, as may be de- signated by a majority of the Ramsey County Board of Commissioners. The Board of the Ramsey County League of Local Govern- ments declined to accept or adopt its Committee's report. 5) May 2, 1983 - The Ramsey County Board of Commis- sioners passed, on a six to zero vote, a resolution that "...the Board (sic) hereby approves the recom- mendations of its Public Safety and Justice Commit- tee to request legislation to give the County Board discretion to determine the number of suburban court facilities with a minimum of one suburban facility ", and further that "...the Executive Director is re- quested to coordinate a preliminary cost- effective- ness study with the Municipal Court, Community Cor- rections Department and the Sheriff's Office which shall be presented to the legislature with a provi- sion that a full cost - effectiveness analysis be pre- pared and presented with any legislation making changes in current Municipal Court locations ". 31
