Commissioner :-iunt <br />November 27, 1985 <br />Page Two <br />3) May 26, 1982 - The Office of the Judicial District <br />Administrator and the Office of the Ramsey County <br />Municipal Court Administrator issued a report which <br />found that "...suburban municipal court reorganiza- <br />tion is necessary to ensure the effectiveness and <br />fairness of municipal court operations in the future ", <br />and further that "...the development of one suburban <br />court location appears to be the most effective so- <br />lution to caseload expansion... ". <br />4) December 17, 1982 - The Ramsey County League of <br />Local Governments' Committee on Court Consolidation <br />issued a report which stated "the Committee felt it <br />could support the concept of one centrally located <br />suburban court facility if other county services <br />were provided there in addition to courtrooms ", and <br />further that "...it was most logical for the final <br />decision...to be placed in the hands of one single <br />authority ", and that "...this decision should be <br />made by the Ramsey County Board of Commissioners (with) <br />input from the fifteen municipalities, the municipal <br />court judges and the municipal court administration ". <br />Additionally, the Committee indicated it would sup- <br />port the following amendments to Minnesota Statutes, <br />Section 488A.18, Subd. 10 (quoted in its relevant <br />part): <br />Place of holding court. The county of Ramsey <br />shall provide suitable quarters for the holding <br />of regular terms of court at all places where <br />court sessions are conducted. Regular sessions <br />shall be conducted in the city of St. Paul, and <br />in__at-- least one other location within the county, <br />but outside the city of St. Paul, as may be de- <br />signated by a majority of the Ramsey County Board <br />of Commissioners. <br />The Board of the Ramsey County League of Local Govern- <br />ments declined to accept or adopt its Committee's <br />report. <br />5) May 2, 1983 - The Ramsey County Board of Commis- <br />sioners passed, on a six to zero vote, a resolution <br />that "...the Board (sic) hereby approves the recom- <br />mendations of its Public Safety and Justice Commit- <br />tee to request legislation to give the County Board <br />discretion to determine the number of suburban court <br />facilities with a minimum of one suburban facility ", <br />and further that "...the Executive Director is re- <br />quested to coordinate a preliminary cost- effective- <br />ness study with the Municipal Court, Community Cor- <br />rections Department and the Sheriff's Office which <br />shall be presented to the legislature with a provi- <br />sion that a full cost - effectiveness analysis be pre- <br />pared and presented with any legislation making changes <br />in current Municipal Court locations ". <br />31 <br />
