PLANNING REPORT
northwest EssociEted co
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: 9 June 1986
RE: Hardee's Conditional Use Permit
FILE NO: 758.09 - 86.01
sult8nts, inc.
JUN 10 1986
CITY OF
LITTLE CANADA
BACKGROUND
In February, Nelson Food Enterprises applied for a conditional use permit for
a Hardee's Restaurant at Rice Street and Minnesota Avenue. Please refer to
our staff report of 11 February 1986 for additional information. The Planning
Commission tabled action on the request as the developer could not attend the
meeting. The public hearing was held at the Council meeting on 26 February.
Concern was raised at the hearing regarding development of the remainder of the
Schroeder parcel of which the Hardee's proposal is only a part. In response to
Council recommendations and staff information, the developer has provided the
enclosed site plan, landscape plan, building plan and sign plans. In addition,
an overall development plan is included.
ANALYSIS
Development Concept Plan. The proposed development concept plan (Exhibit 8) shows
the Hardee's site on the south, with two other restaurants to the north along Rice
Street. The Rice Street access is still shown, now on the middle property. The
applicant has provided a letter from MnDOT stating that they would grant a permit
for a driveway in this area. However, we would discourage this as a full driveway
access would cause a certain amount of traffic congestion, particularly during peak
use, and a right turn in - right turn out access as shown on the plan would serve
little purpose for either the Hardee's or the adjacent development.
We also refer to the City's Comprehensive Plan. The Transportation Policies Section
on streets lists two similar items:
4 4
4820 min netonka oIvd, ste 200, minneapolis, mn 55416 (612) 925 -9420
