PLANNING REPORT <br />northwest EssociEted co <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 9 June 1986 <br />RE: Hardee's Conditional Use Permit <br />FILE NO: 758.09 - 86.01 <br />sult8nts, inc. <br />JUN 10 1986 <br />CITY OF <br />LITTLE CANADA <br />BACKGROUND <br />In February, Nelson Food Enterprises applied for a conditional use permit for <br />a Hardee's Restaurant at Rice Street and Minnesota Avenue. Please refer to <br />our staff report of 11 February 1986 for additional information. The Planning <br />Commission tabled action on the request as the developer could not attend the <br />meeting. The public hearing was held at the Council meeting on 26 February. <br />Concern was raised at the hearing regarding development of the remainder of the <br />Schroeder parcel of which the Hardee's proposal is only a part. In response to <br />Council recommendations and staff information, the developer has provided the <br />enclosed site plan, landscape plan, building plan and sign plans. In addition, <br />an overall development plan is included. <br />ANALYSIS <br />Development Concept Plan. The proposed development concept plan (Exhibit 8) shows <br />the Hardee's site on the south, with two other restaurants to the north along Rice <br />Street. The Rice Street access is still shown, now on the middle property. The <br />applicant has provided a letter from MnDOT stating that they would grant a permit <br />for a driveway in this area. However, we would discourage this as a full driveway <br />access would cause a certain amount of traffic congestion, particularly during peak <br />use, and a right turn in - right turn out access as shown on the plan would serve <br />little purpose for either the Hardee's or the adjacent development. <br />We also refer to the City's Comprehensive Plan.
