Little Canada Planning Commission <br />9 June 1986 <br />Page Three <br />In regard to the single row of parking in the center of the lot, we would prefer <br />to see a curb stop along the south end of these spaces. This curb will better <br />channel traffic into and particularly out of the site. Traffic waiting for the <br />Minnesota access to clear will interfere with fewer vehicles backing out of their <br />spaces. <br />A final note on the parking area involves curb distance from the property line. <br />The Zoning Ordinance requires a five foot minimum distance. Along both east and <br />west property lines, just four feet is shown. Also along the north property line, <br />the drive aisle widens to within about one foot of the property line. These <br />inconsistencies should be corrected on the approved plans. <br />Landscape Plan <br />Exhibit D is the proposed landscape plan for the Hardee's site. This plan has one <br />minor drawback. The location of tree plantings is within the Rice Street right -of- <br />way. These plantings should be relocated to the applicant's property adjacent to <br />the parking area. Otherwise, the plan is adequate. An estimate for these improve- <br />ments is to be provided together with a landscape performance bond for that amount. <br />Sign Plan <br />For sign purposes, the gross square footage equals approximately 4,520 square feet. <br />The building facades total approximately 2,180 square feet. The total allowable <br />sign area may be no more than 15 percent of the building facade area, or 327 square <br />feet. The building is permitted one wall sign per frontage, plus a freestanding <br />sign. Total sign area must stay within the 327 square foot limit. Also, the <br />freestanding sign has additional restrictions based on building square footage and <br />sign setback. Directional and informational signs do not count against the total <br />sign area. <br />The freestanding sign, according to the table in the Zoning Ordinance, may be no <br />more than 125 square feet in area and 18 feet in height. The applicant's proposal <br />calls for one wall sign on each frontage, each sign being 37.11 square feet in area. <br />The freestanding sign is proposed to be 111.44 square feet with a "breakfast drive - <br />through" addition which is 15.37 square feet, totalling 126.81 square feet, 1.81 <br />square feet over the allowed freestanding sign area. This sign would require either <br />modification or a variance, however, it is felt that a hardship would be difficult <br />to demonstrate. <br />RECOMMENDATIONS <br />It is recommended that the conditional use permit for a fast food restaurant be <br />approved subject to the following conditions: <br />• No approval (at this time) for an additional access to Rice Street, as proposed <br />on the development concept (Exhibit B). <br />4C <br />
