The Energy Resource Center is a non-profit corporation <br />established as a joint venture by Northern States Power Company <br />and the City of Saint Paul in 1981. Our Board of Directors is <br />composed of representatives from both sides of the partnership <br />and includes Mayor Latimer, Councilman 3cheibel, Jim Holmes of <br />Holmes & Graven, and Dick Kolkmann and Denny Platteter of NSP. <br />The mission of the ERC is to provide financial and operational <br />capability for energy conservation programs which serve the <br />public good. In addition to acting as a lending agency for <br />several epergy conservation improvement loan programs for single <br />and multi-family properties, the FRC distributes technical <br />information on conservation techniques. <br />Over the past four years we have successfully administered a <br />series of di diverse.programs for financing energy improvements in <br />residential properties. We are now the single largest lender in <br />Minnesota for MHFA's Home Energy Loan Program, administer the <br />City's Solar Bank Rental Subsidy program, and operate a <br />nationally recognized Energy Management Service for rental <br />properties" Funding for these varied programs was developed <br />through the cooperative efforts of the Housing and Redevelopment <br />Authority, First Trust Company of Saint Paul, the department of <br />Planning and Economic Development of Saint Pau},MMFAx the <br />McKnight Family Housing Fund and NSF. In total we have <br />originated over 5 million dollars in loans since 1981 with a <br />staff of only six. <br />We have included a wide range of information on the Energy <br />Resource Center, which should enable you to evaluate the <br />corporation from a variety of perspectives.
