TAIL HAM <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: March 21, 2013 <br />RE: 2013 Street Improvements Project <br />Approval of Plans & Bid Authorization <br />Pinetree Ponds <br />The plans and specifications have been prepared for the Pinetree Pond development <br />based on the final plat layout, which assumes vacation of the existing thirty -three (33) <br />foot road easement by the City. Eight (8) feet of the street easement would be utilized <br />for the Pinetree Pond lots and twenty -five feet would be deeded to the City as an Outlot <br />or to the adjacent property owners. <br />Spruce Street <br />Plans and specifications have been prepared for the full reconstruction of Spruce Street <br />from Country Drive to its termination point at the railroad tracks along its existing <br />alignment. As the Council is aware the realignment of Spruce Street at the intersection <br />with Country Drive was proposed as part of the project to improve the safety at the <br />intersection. The realignment has been included in the plans and specifications as an <br />alternate and we are attempting to secure the additional right -of -way necessary for the <br />realignment. If the right -of -way can be obtained it will be our recommendation to <br />complete the realignment. <br />Authorization for Bidding <br />The two improvements above have been combined into one project for economy of <br />scale. At this time we are asking the City Council to approve the plans and <br />specifications and authorize bidding. While there are issues still being resolved that <br />could affect each portion of the project, authorization now would allow us to get the <br />project to market earlier to hopefully maximize the competitive bidding environment seen <br />in the spring and early summer.
