TAIL HAM Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: March 21, 2013 RE: 2013 Street Improvements Project Approval of Plans & Bid Authorization Pinetree Ponds The plans and specifications have been prepared for the Pinetree Pond development based on the final plat layout, which assumes vacation of the existing thirty -three (33) foot road easement by the City. Eight (8) feet of the street easement would be utilized for the Pinetree Pond lots and twenty -five feet would be deeded to the City as an Outlot or to the adjacent property owners. Spruce Street Plans and specifications have been prepared for the full reconstruction of Spruce Street from Country Drive to its termination point at the railroad tracks along its existing alignment. As the Council is aware the realignment of Spruce Street at the intersection with Country Drive was proposed as part of the project to improve the safety at the intersection. The realignment has been included in the plans and specifications as an alternate and we are attempting to secure the additional right -of -way necessary for the realignment. If the right -of -way can be obtained it will be our recommendation to complete the realignment. Authorization for Bidding The two improvements above have been combined into one project for economy of scale. At this time we are asking the City Council to approve the plans and specifications and authorize bidding. While there are issues still being resolved that could affect each portion of the project, authorization now would allow us to get the project to market earlier to hopefully maximize the competitive bidding environment seen in the spring and early summer. The bidding process takes a minimum of 21 days from the first publication date, which would allow time for resolution of the issues and if revisions are necessary they could be completed and revised prior to opening the bids by addendum.
