The <br />purpose of this state licensed facility is to provide vocational training for <br />mentally handicapped adults to permit them to achieve some level of vocational <br />competency. These facilities offer only day time training and attempt to establish <br />a work environment that is similar to real job conditions. <br />The North Suburban DAC is a private, nonprofit facility that contracts with Ramsey <br />County to provide their training facilities. Currently the DAC wishes to lease <br />8,000 square feet of floor area at 2,940 Rice Street. This site contains the Little <br />Canada Bingo Hall. The site is currently zoned I -1, Light Industrial District. <br />Within this zoning district, the rehabilitation center is not an allowed use. <br />Review of the Little Canada Zoning Ordinance indicates that this unique facility <br />is not directly addressed. The most comparable uses would be a day care facility <br />which is a conditional use permit in the "P ", Public District, or a trade school <br />which is a permitted use in the "I ", Light Industrial District. <br />Since this rehabilitation center facility is not directly addressed within the <br />Zoning Ordinance, an ordinance amendment is being requested. Staff review <br />recommended that if the City chooses to amend the ordinance, such facilities be <br />treated as conditional uses.
