Little Canada Planning Commission <br />8 July 1986 <br />Page Three <br />This amendment is drafted in ordinance form in Exhibit A. The ordinance amend- <br />ment is a policy decision left to the City. In review of the amendment, the City <br />should assess the need for such facilities and determine,jf the. conditional use <br />concept is appropriate. The amendment is just a draft and left to the scrutiny of <br />Planning Commission and City Council for review and any necessary alterations. <br />CONDITIONAL USE PERMIT: <br />If the City approves the zoning amendment, North Suburban DAC requests considera- <br />tion of their CUP for a rehabilitation center at 2940 Rice Street. <br />Licensing. North Suburban is a private, nonprofit ,rehabilitation facility that <br />is licensed with the State of Minnesota. The license must be renewed annually <br />and the state conducts periodical inspections of all rehabilitation centers. <br />Ramsey County contracts with North Suburban DAC to provide their vocational <br />training service. <br />No Overnight Facilities. The North Suburban DAC operational hours are from 8:00 <br />a.m. to 4:30 p.m. Facility patrons are at the site between 12 noon to 3:30 p.m. <br />Patrons are delivered to the site by means of three school buses. <br />The operational hours are compatible with the bingo hall which starts operation <br />at 6:15 p.m. to 11:30 p.m. These varying hours of operation allow for a shared <br />parking arrangement between the two uses. <br />Parking. The DAC will have a facility of approximately 20 instructors and <br />administration. Patrons to the site are delivered by three school buses. The <br />bingo hall provides 277 parking stalls which can be jointly used by the two <br />uses because the varying operating hours will not create any parking overlap <br />or conflicts. <br />Proximity to Arterial. The site fronts on Rice Street which is an arterial street <br />in Little Canada. The proposed facility is not anticipated to cause traffic <br />capacity for Rice Street. <br />Signing. Prior to issuing a sign permit, a site signage plan should be submitted <br />for plan review and approval. <br />Compatibility. The rehabilitation center will be training mentally retarded adults <br />vocational skills. As such, it is important to create an environment that resembles <br />real job conditions. In this sense, it benefits the facility to be located in <br />commercial and light industrial areas. The facility itself will not negatively <br />impact the adjacent land uses. <br />19 <br />
