MEMORANDUM <br />northwest associated consultants, inc. <br />cir2117Q <br />JUL 17 1986 <br />CITY OF <br />TO: Little Canada Mayo/ and City Council LITTLE CANADA <br />FROM: David Licht ,\ <br />DATE: 16 July 1986 <br />RE: <br />FILE NO: <br />Little Canada - Little Canada Road Office Building TIF <br />(Kennedy) <br />758.09 - 86.23 <br />On this date I met with Mike Kennedy and conveyed to him our finding,: that the <br />acquisition of the adjoining single family property by the City through tax <br />increment financing cannot be accomplished with the construction of a 6,000 <br />square foot office building. An 8,000 square foot office would, however, <br />support the suggested neighboring property purchase and relocation based <br />upon our preliminary estimates. <br />Mr. Kennedy continues to content that the larger sized structure will be more <br />expensive beyond the proportionate, direct square foot building costs. I have <br />as a consequence requested that he provide formal documentation of such expenses <br />so that the Council can evaluate the situation from a factual basis. <br />Relative to the project from a general perspective, our office believes that <br />several basic conclusions can be drawn. First, redevelopment of the area into <br />office use would appear positive. The present exposure to traffic does not <br />present a highly desirable single family living area. This situation is <br />furthered by the present existance of commercial to the south of Little Canada <br />Road. The Kennedy proposal, in general terms is therefore seen as an oppor- <br />tunity to improve the area. <br />The second observation is that if the area is to redevelop with a non - residential <br />use, isolated pockets of inconsistent and incompatible land use should not be <br />permitted.
