Organizing the Joint Venture. <br />Affiliation <br />The SEED Council would be affiliated with the various chambers of <br />commerce in the East Metro area, in conjunction with the <br />communities themselves. It would be organized as a "public- <br />private partnership" reporting in function to the boards of <br />directors of the area chambers of commerce. This structure would <br />have the following advantages: <br />The chambers bring the voluntary efforts of top area <br />executives, industrial development leads from several <br />sources, an in -place long -range development planning <br />structure, and existing organizations which cross municipal <br />borders. <br />Independent status would allow for fund raising poss'_bilities <br />beyond existing chamber members, and a greater degrea of <br />management flexibility than would otherwise be possible. <br />Accounting support for the Council would also be provided by <br />the Saint Paul Area Chamber. <br />Management Structure <br />A Management Committee would oversee the organization. It will <br />consist of 15 to 18 key leaders from the chambers and the <br />communities (city managers, planners, planning commission chairs, <br />etc) that would be agreeable to all of the partners. The <br />assumption is that it would be broadly geographically <br />representational.
