Country Dr. Imp. 43 Country Dr. Cont. 44 45 Division no. 52852 Division no. 52613 PAGE - n 11 n June Demos, Mayor City of Roseville Subject: "Paramedic Services" for our North Suburban Area Regarding the presentation being made today, the Roseville City Council is quite concerned that an outside group is coming into the community, supposedly making a study and then planning a pilot program for our. community. We question the expertise of the group involved, whether or not they have the prosper background and thorough knowledge from which to make the judgments required for our community. Our council does not enter into any new program without a thorough study of not only the needs but the effect :any such program will have on our present employment force, costs and effect on current programs. As a matter of background, Roseville made 911 free ambulance runs in 1976, taking the people involved to the hospital of their choice in the cities of St. Paul and Minneapolis. These emergency runs do not have to be a matter of life and death. Some of the factors our city council believes should be considered are: 1) What does paramedics provide that Roseville's present service from police officers, trained as Emergency Medical Technicians (E.M.T.), does not provide? Our officers have 80 hours of training as E.M.T.'S but may not give life saving fluids nor do they have radio telemetry to a hospital. But can there be complications from hastily prescribed life - saving fluids when a patient's history is unknown? 2) Would the financial commitment of a full -scale paramedic program prohibit the extensive range of ambulance services now provided by our police department? This concerns us as we believe our present service is invaluable to a great many people. 3) What are the real costs? Maplewood's current cost is $272,000. Initial study in our community leads us to believe that the costs will be one - half million dollars within three years and if carried in the tax levy, an increase of approximately 237. for just one function of the police department. Ultimately, the city would be forced to pay salaries to these personnel which are commensurate with other salaries paid in government. Every action, when dealing with employees, causes a reaction. I am told that paramedics (in the metropolitan area) are now seeking a $6000 annual differential over a policeman's salary; 1) Response time. With a limited number of units (if paramedics is ultimately to serve the entire northern suburban area) what kind of response time can be provided? Looking at the number of vans we now have working in the city of Roseville, how could a lesser number serve this entire area? page two -- 5) The person preparing this so- called study has no background in economics, government, taxation, etc. More than technical know -how in paramedics is required to do a study of this nature. Sorneonc skilled in the area of government financing, knowing how it affects the personnel structure of a goverrunental unit (professional jealousy frequently leads to union disagreements), how this affects levy limitations under which local governments operate, etc. This study must be conducted by those with expertise in all these fields in cooperation with those with knowledgeable in the field of medicine. 6) Does government create programs to provide the unemployed with jobs? It is my contention that we must first recognize the need from within the community and then recognize the willingness and ability of the people to financially support the program. We then develop .a program, for the community (tailor made to fit that particular area) and then (and then only) do we seek the most qualified individuals to fill these positions. We do not have just anyone come to us with a program and study, buy his or her package complete with his or her choice of employees. THIS IS EXACTLY WHAT WAS PUT TO ME THIS SUMMER AND I REJECTED SUCH A PROPOSAL. 7) Should the federal government tell us what we need? Because the "government" has money to spend, does Roseville adopt a program? You do not accept any program from the government unless you are willing to pay the freight afterthe point of departure (when the federal goverrunent:'s participation expires). 8) Payment for these services is a big question -- user's fees or inclusion in the tax levy. How will the people react after having years of free ambulance service and suddenly be faced with a bill for $45? Do -we make a differential between the type of calls, if current service is continued? The City of St. Paul is charing $45 and Maplewood $35 -45 per hospital run. Both cities are having difficulty making collections. 9) If the City of Roseville goes together with other communities and some of these communities have difficulty "collecting ", who picks up the deficit? We must recognize that some communities have a bare minimum of a staff. 10) Do the people really want a service which takes them to only one hospital or possibly two or. three? The ambulance service now provided by Roseville goes to any hospital in Ramsey and Hennepin Counties where we may be treated by our own doctors and where many of us have medical histories on record. Does paramedics create a medical monopoly? Are we unwittingly causing a growth in a government - supported hospital by this action? 11) Does the paramedic service provided by the City of Maplewood save more lives than the present E.M.T. service provided by the city of Roseville? We have a basis for making a comparison and I believe we should see these facts before we take action in adopting this program. 00002 page three -- 12) LAST BUT NOT LBAST: Is the program being presented to you an actual paramedics program? The answer is "NO ". It is a program for E.M.T.'S which is exactly what the City of Roseville now provides! I have been told that this group then plans to secure additional training to qualify them as paramedics. Who pays for this on- the -job- training? Do not doctors and nurses come fully trained before they are hired to fill the job? Why not this group? Then, after we have provided this on- the - job - training, will they be content with the wages they now say they are willing to accept? Historical evidence says "NO ". As mayor, it is one of my responsibilities to question all proposals and all programs. I am questioning and seeking answers. When the answers have been provided from sources upon which I have learned to rely and trust, then the decision will be made. The Metropolitan Council is doing an in -depth study of emergency medical needs of the metropolitan area. I am certain that this group will use all the necessary facts, figures, areas of concern, all viewpoints in its resource data. Our city manager, James Andre, will be on top of this study from beginning to end. THE COUNCIL OF THE CITY OF LITTLE CANADA DOES HEREBY ORDAIN AS FOLLOWS: Section 1. Thatthe Municipal Code of Little Canada is hereby amended by adding a new Chapter 2201. 'Underground Installation of New Utility Lines, to read as follows: "2201. UNDERGROUND INSTALLATION OF NEW UTILITY LINES. 2201.010. PURPOSE. This ordinance is enacted to provide for orderly, economic and safe development of land and urban services and facilities, and to promote the public health, safety and general welfare of the inhabitants of the City of Little Canada. 2201.020. UNDERGROUND INSTALLATION OF NEW UTILITY LINES. All new electric distribution lines (excluding main line feeders and high voltage transmission lines), CATV lines, telephone service lines and other services constructed and providing service to customers shall be buried underground. These regulations shall apply to all new land development proposals in the City including, but not limited to, new subdivision, apartments,,nonresidential buildings, planned unit developments, and single family dwellings. The developer is responsible for complying with these regulations and shall submit with his application for final plat or site plan approval, a written statement from the utility companies that the necessary arrangements for the underground installation of utilities have been made and associated easements incorporated into the plat. It shall be the responsibility of the developer and all contractors involved in construction to establish and maintain grade within utility easements to within six (6) inches of final grade and to keep utility easements free and clear, to the end that the utility company shall have access at all times for installation and maintenance of its utilities. This ordinance applies to public utility lines designed and constructed to distribute utility services to customers in the City, but does not require under- ground installation of appurtenant facilities such as lift stations, fire hydrants, meters, transformers, pedestals, and the like. 2201.030. EXCAVATION. In the interest of public safety and to avoid possible damage to underground utilities, no person, firm or corporate body shall excavate in any easement or right -of -way containing underground utilities without first notifying the utility company, or companies, whose lines occupy the easement or right -of -way; provided however, such excavation shall not constitute a breach of this ordinance unless the excavator has actual notice of the existence of the utilities or unless the easement has been recorded with the Register of Deeds of Ramsey County with reference to the property. 000.1.0 2201.040. EXCEPTIONS. The foregoing requirements may be waived by the City Council upon recommendation by the Planning Commission and upon finding of the Council that either pr both of the following are applicable in case of the particular application: 1. The placing of utilities underground would not be compatable with the development planned. 2. Unusual topography, soil, or other physical conditions make underground installation not feasible from an engineering viewpoint, or the cost thereof impractical. 2201.050. EMERGENCY INSTALLATION. Temporary above - ground installation shall be permitted when necessitated by emergency repairs to existing underground lines, and temporary service to a construction project or customer where grade cannot be established within a reasonable time or frozen ground conditions prevent economical placement of underground lines. Temporary installations shall be replaced by permanent underground lines within one full construction season following the temporary placement or such later date as may be deemed reasonable by the City Council based upon its findings. 2201.060. VIOLATIONS AND PENALTIES. Violation of this Ordinance shall be a misdemeanor and upon conviction thereof shall be punishable by a fine of not to exceed Five Hundred Dollars ($500.00) and -or imprisonment for a period of not to exceed ninety days (90) for each offense. In the event of a violation or a threatened violation of this Ordinance, the City Council may institute appropriate actions to prevent, restrain, correct, or abate such violations or threatened violations." DENTIST November 28, 1977 City of Little Canada Planning Commission Gentlemen and Ladies: I respectfully request that, before the January, 1978, meeting of the Little Canada City Council, a determination be made by the Planning Commission with the professional advice of Xidwest Planners as to what type of future development should be planned for the new section of County Road C extending west of Lake Shore Avenue to Park Street. Though this section is virtually undeveloped at present and is zoned residential, the nature of this area has dramatically changed since the new County Road C was constructed. This road, with its four lanes and higher speed limit, is becoming a major thoroughfare of Little Canada, and I request and recommend that this section be considered for some well - planned rezoning and commercial development. Because of this changing environ- ment, a continuance of residential zoning may not be in the best interests of the city. For the past three months I have been appearing before the city meetings request- ing that a piece of land north of County Road C and immediately west of the railroad tracks be rezoned from residential k -1 to limited business 8 -1 for the purpose of building a dental office. At the November City Council meeting the Council voted to table my request until the January, 1978, meeting by which time it could hopefully have been determined what the future planning would be for this new section of the county road. Therefore, it is with this January City Council meeting in mind, that 1 request that the Planning Commission make a determination regarding this area, and in particular the piece of property earlier mentioned. AN ORDINANCE ESTABLISHING A PARKS AND RECREATION COMMISSION THE COUNCIL OF THE CITY OF LITTLE CANADA DOES HEREBY ORDAIN AS FOLLOWS: Section 1. A City Parks and Recreation Commission consisting of nine (9) members to be appointed by the City Council is hereby authorized and created. Section 2. The first Commission shall be appointed as follows: Three (3) members to hold office for a term of one (1) year; three (3) members to hold office for term of two (2) years and three (3) members to hold office for a term of three (3) years. Thereafter upon the appointment of successors, each appointee shall be appointed for three (3) years. Section 3. The City Parks and Recreation Commission shall act in an advisory capacity to the City Council, and the Directory of Parks and Recreation in all matters pertaining to public parks and recreation and to co- operate with other groups in the advancement of sound park and recreation planning and programming. Specific responsibilities of the Commission include: a. To formulate policies on recreation services for approval by the City Council. b. To advise the Council as to the minimum qualifications for the position of Director of Parks and Recreation. c. To recommend for adoption, standards on Land Aquisition, facility development, program and financial support. d. To make periodic inventories of Recreation and Park services that exist or may be needed and to interpret the needs of the public to the Village Council and the Director of Parks and Recreation. e. To aid in coordinating the Park and Recreation services with the programs of other governmental agencies and organizations. f. To interpret the policies and functions of the Parks and Recrea- tion Department to the public. g. To advise the Director in preparation of the annual budget and long -range capital improvement program. h. To review, prepare and make a report to the City Council by December 31 of each year regarding its activities plan and recommendations for changes which the Commission may deem desireable. Section 4. Legal Authority: a. Minnesota State Statutes - 412.501 - Park Board in Certain Cities, Continuance of Existing Board; Officers; Compensation. (See also 1111). b. To constitute a quaorum and therefore a legal meeting five of the nine members must be present. 3. The public is invited to attend and participate in all general meetings. 4. Commission minutes shall be kept by the Commission secretary and turned over to the City Clerk for distribution and filing. Minutes shall be available to any citizen upon their request. Commission Compensation 1. Members of the Commission shall serve without compensation. AGREEMENT WITH OTHER DEPARTMENTS Planning Department: The Parks and Recreation Department shall receive all public developmental proposals as submitted to the City Planning Commission. The Director shall review all plans and comment As to the relationship of the proposal to Parks and Recreation goals. The comments made by the Director shall become part of the City Staff report concerning the developmental proposal. The final recommendation to the City Council is made by the Commission with consideration of the staff report. Legal Department: The Park and Recreation Department shall utilize the City Attorney in all legal matters. The City Attorney is retained from a private firm. Accounting: All accounting will be done by the City Clerk. Engineering: Engineering and consultant assistance shall be available upon request for Park and Recreation planning and design purposes. Public Works Department: The Public Works Department shall maintain areas and facilities under Park and Recreation control at the request of the Director. They shall be responsible for minor reapirs and the building of minor park and playground supplies and equipment as requested by the Director. Public Schools: The Parks and Recreation Department may utilize any Pub- lic School facility upon submission of a request and the obtaining of a permit of approval by the school district superintendent and the permission of the principal of the particular school. Police Department: The Ramsey County Sheriff Department shall be informed of all major activities taking place on public property. Reserve Capacity costs will be allocated to your commu- nity in accordance with Service Availability Charge (SAC) policies. The SAC unit charge for 1978 is $400. The total annual estimated charges to your municipality are to be remit- ted to the Metropolitan Waste Control Commission in 12 equal monthly installments due on the first day of each month. The Commission will bill each municipality by mailing a monthly invoice approximately 30 days prior to due date. The first such installment is due on or before January 1, 1978. As a means of keeping local government units well informed, we have enclosed the Commission's 1978 Program Budget - -a document that will provide you with information on Commission programs and projects. The Commission budget has been prepared on a program budgeting format which emphasizes performance measurement and results. The format tells you a great deal about Waste Control Commission activities and how they attempt to meet the needs and requirements of the 101 local communi- ties served by the Commission. This format allows the Commission to outline a considerable amount of information in an understandable man- ner. Please take the time to study the 1978 Budget in detail - -it will be worth your while. Also enclosed is a copy of the 1976 Final Cost Allocation for your com- munity, Reports #2 through #5 from our Cost Allocation Program which show the relationship of cost and sewage flow data for all communities using the Metropolitan Disposal System, and the 1976 Financial Report. We would like to call to your attention that expenditures, as indicated in the 1976 Financial Report, totaled $35,796,534 or $73,962 less than the $35,870,496 budget. We feel most fortunate to have underspent the 1976 Budget, as the curtailment of natural gas (resulting in the use of fuel oil which is almost twice as expensive as natural gas) and the escalating cost of fuel oil itself, resulted in an overexpenditure for fuel oil amounting to $509,098. 00023 Mr. Joseph Chlebek City of Little Canada November 21, 1977 Page 2 We would also like to point out that total flow, as indicated in Report #2 of the 1976 Final Cost Allocation, was 84,614 million gallons or 8.6% less than the 92,528 gallons estimated in the 1976 Estimated Cost Allocation. This decrease in flow, due to the extremely dry year, had a substantial effect on the costs for 1976 in that the cost per million gallons increased to $286.22 or $23.02 more per million gallons than the $263.20 originally estimated. This resulted in total costs for your community of $15,308.56 based on 222 million gallons flow which is an increase of $11,072.12 on the estimated cost alloca- tion of 205 million gallons and estimated costs of $4,236.44. We encourage you to contact the Metropolitan Waste Control Commission if you have any questions regarding the cost allocations for your community, the wastewater collection and treatment facilities serving your community or Commission plans and programs that may affect your municipality in 1978. M.A.P.S.I. agrees to patrol the public streets of Little Canada in a vehicle specially designed for the transpor- tation of small animals, in accordance with a schedule agreed upon by both parties. 3. M.A.P.S.I. agrees that patrolling shall be done by compe- tent personnel trained in the handling of animals, and that such employees shall be approved by the City's Chief of Police at the City's request. Such employees shall be deputized by the City with such police powers as are necessary for the apprehension and retention of dogs, cats, and other animals, and such emplo- yees shall also be furnished with special police badges by the Chief of Police. However, M.A.P.S.I. will not invade the private property contrary to the wishes of the owner of said property nor 0 0032 -2- forcibly take an animal from any person without the approval and assistance of a regular police officer of the City. 4. Inaddition to the regular hours of natr-).11ing referred to, M.A.P.S.I. acrrees to maintain one (1) vehicle for standby service to attend cases outside regular patrol hours at the spe- cific request of the City's Police Department. 5. M.A.P.S.I. represents and agrees that all animals im- pounded shall be kept at M.A.P.S.I. housed at 506 11th Avenue North, Minneapolis, Minnesota and M.A.P.S.I. agrees and warrents that all animals impounded shall be kept in a comfortable and humane manner for a period required by the City Ordinance. M.A.P.S.I. agrees that the pound facilities shall be open and available to reclaim animals from 8:00 a.m. to 7:00 p.m. Mondays through Saturdays and from 1:OOn.m. to 5:0C p.m. on Sundays and holidays. 6. At the time that any animal is impounded under this con- tract is reclaimed, M.A.P.S.I. or its agent shall collect the impounding fee and boarding charges as provided by City Ordi- nance M.A.P.S.I. shall furnish monthly reports to the City as required as to the service or services rendered in connection with each animal impounded. All impounding fee, license fees, and any other penalty fees collected by M.A.P.S.I. or its agent shall be remitted to the City. 7. In event an animal is impounded and boarded by the City health Officer or placed under quarentine by ruling of the State Board of Health, said animal shall be boarded as required by said order of ruling. At the end of such period, the City re- leases all of itr interest, right and control over said animals which may then he disposed of at the discretion of M.A.P.S.I. 000:53 -3- In event that any dogs, cats, or other impounded animals are unclaimed after five (5) days, they shall become the property,of M.A.P.S.I. and may be disposed of or sold at their discretion. All proceeds from the disposition of such animals may be retained by M.A.P.S.I., including any proceeds recieved from any animals disposed of in accordance to Minnesota Statutes 35.71. 8. The City shall furnish to M.A.P.S.I. all forms, license and pound reciepts ans license tags as specified in the ordi- nance, and M.A.P.S.I. shall keep records of all animals impounded together with a description of the same. 9. M.A.P.S.I. shall equip all vehicles with two way radios and /or other communication equipment and agrees to service and maintain said equipment. 10. M.A.P.S.I. shall assume liability for all harm to animals due to its negligence or that of its agents in not properly caring for the same, and agrees to defend any lawsuits arising therefrom. Upon request, M.A.P.S.I. shall provide to the City with proof of public liability insurance including comprehensive automobile liability in an amount of at least $100,000.00 per each claimant and $300,000.00 for each occur- rence. 11. M.A.P.S.I. agrees that during the period of this contract it will not, within theState of Minnesota, discriminate against any employee or applicant for the employment because of race, color, creed, national origin, or ancestry, and will include a similar provision in all sub - contracts entered into for the performance hereof.
