Allan noted that it appears that the front foot assessment cost for the mill <br />and overlay is greater than for the reconstructed road. The City Engineer <br />replied that that is correct, based on the City's assessment policy, <br />reconstruction is capped at $54.64 per front foot while mill and overlay <br />work would be assessed at $63.50 per front foot. <br />Derek Anderson questioned what makes a street an urban section versus <br />rural section. The City Engineer replied that the section of Savage from <br />Sextant to Demont that Anderson abuts would be considered a rural <br />section given the proposed removal of the west curb and the 14-foot one <br />way section. The Engineer noted that given the fact there are no <br />driveways on this section of street and there is limited traffic, the one-way <br />section is proposed in order to save project dollars. The Engineer pointed <br />out that Che one-way section would serve the limited amounC of traffic on <br />this section of Savage Lane as well as provide access for emergency <br />vehicles. <br />Lena Steele pointed out that the Highway Department bought property <br />from them, and expressed concern that they are now being asked to pay <br />for a road they do not use. <br />The City Engineer noted that the Steele property is proposed to receive a <br />20% assessment. <br />A property owner asked about the use of the remainder of the land if <br />Savage Lane between Sextant and Demont is to be only 14 feet wide. The <br />Engineer replied that the land can be used for a larger landscaping area <br />along the sound wall or can be on the opposite side of the pavement for <br />the appearance of larger front yards. <br />Anderson suggested the concrete curb should remain in place. He noted <br />the City's policy not to construct aural road sections. <br />The City Administrator indicated that it is the City's policy to construct <br />only urban road sections; however, given the unique situation with this <br />section of Savage Lane, it is felt a rural road section is more practical. <br />Another option would be to eliminate this section of Savage Lane and <br />have dead-end streets, but it was thought there is some value for <br />maintaining the looped street system. <br />Mr. Chester questioned the need to do any street improvements. The City <br />Administrator pointed out that the streets are in very poor condition, and <br />in order to protect Che streeC base, it is felt a reconstruction is necessary at <br />this time for Savage Lane from Sextant to Demont as a rural one-way, and <br />from Demont to Rose Place as a 28-foot urban section.
