Mr. Robert 0. Westlund wrote a letter <br />to the City Council petitioning for sewer and water in <br />WestwindsAddition in Little Canada. He asked to be assessed <br />per lot, per foot for a period of 25 years with the option to <br />pay assessments as lots are sold. Also, he wanted a guarantee <br />that if city water is not available at the time homes are <br />completed, the City of Little Canada will provide temporary <br />water as needed. <br />Assessments in Little Canada for sewer and water are based <br />on 80% of the actual project cost and these assessments are spread <br />over the time period and at the interest rate specified by the <br />Council. Assessment is on a front foot basis. Assessments can <br />be paid in full when the lots are sold and the assessments will <br />include interest to the date of payment. As to the guarantee <br />that there will be water available when the houses are completed, <br />this is not possible. Water can be constructed in 1978 and if <br />the City Council wishes, we can specify that the watermains in <br />Westwinds Addition be constructed first. Since water will be <br />available in early 1978, it seems unwise and uneconomical to provide <br />water with individual wells, However, I understand that the <br />City Ordinances do not prohibit private wells, so the developer <br />may want to drill individual wells for the few homes he may have <br />ready for sale next spring, <br />On August 23, 1977, Mr. Westlund again wrote a letter to the <br />City Council withdrawing his petition of July 26, 1977 stating <br />that he wished to install his own sewer and wells according to <br />the approved plans. Since his letter was not clear as to whether <br />he now wanted water, I called him and he stated he still wanted <br />water if it could be constructed in 1978. On that basis, I prepared <br />a feasibility report and estimate of cost for watermain which <br />was forwarded to you previously.
