PRINT'ER'S AFFIDAVIT OF PUBLICATION NOTICE OF HEARING ON PROPOSED ASSESSMENTS Improvements 74 -7, 74 -8, 75-4, 75-8, 76-5, 76-8 • Little Canada, Minnesota Notice Is hereby given that the Clty Council of the City of Little Canada, Minnesota, will meet at 7:30 " P.M. CDST on Wednesday, August 31, 1977, in the City Hall at 515 East Little Canada Road to pass upon the proposed assessments for the following improvements: Improvement 74-7 - Spruce Street from County Road C to.Demont Avenue BY: Watermain Improvement and Street Restoration." Improvement 74-8 Park Street from County Road C to a point approximately 300 feet southerly BY: Watermain improvement and street restoration. Improvement 75 -4 Stark Street from Lake Street to Demont Avenue 0Y: Grading, sanitary sewer, watermaln, and street surfacing. Improvement 75-8 Spruce Street from the north right of way line of the B.N. Railroad to a point 300 feet north BY: Street construction, watermaln installation, storm water drains and bituminous surfacing. improvement 78-5 Stark Street irorn County Road C to Lake Street and County Road C from Stark Street to a point 150 feet westerly BY: Watermain Improvement and street restoration. ' Improvement 76-8 • ' Jackson Street from Little Canada Road to Bryan- Street and on Bryan Street from Jackson Street to,e point 440 feet westerly BY: Watermain Improve - ment and Street restoration. • The amount proposed to be assessed for the above improvements is $171,583.31. The area proposed to be assessed for the above numbered Improvements are all lots and tracts of land abutting said improvement&. The proposed assessments are on fee for public inspection at my off ice. The owner may appeal an assessment to district court pursuant to Section 429.081 by serving notice of the appeal upon the mayor or clerk within 20 days after adoption of the assessment and filing such notice with the district court ten days after service upon mayor or clerk. Written or oral objections will be considered at the hearing. Eligible senior citizens seeking deferral of special assessments may make application for same on forms prescribed by the Ramsey County Depart- ment ot.'Taxation. Johnson being duly sworn on oath says he is and during all the times herein stated has been publisher and printer of the newspaper known as The Vadnais Heights /Little Canada Press and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 5011 copies regularly delivered to paying subscribers, has an average of at (east 75% of its total circulation currently paid or no more than three months in arrears and has entry as second -class matter in its local post office. (5) Said newspaper purports to serve the cities of Vadnais Heights and Little Canada of Minnesota in the County of Ramsey and it has its known office of issue in the city of White Bear Lake in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and maintained by Eugene D. Johnson or persons in its employ and subject to his direction and control during all such regular business hours and at which said newspaper is printed. (6) Said newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper is made available at single or subscription prices to any person, corporation, partner- ship or other unincorporated association requesting the newspaper and making the applicable payment. (8) Said newspaper has complied with all the foregoing conditions for at least one year preceding the day or dates of publication mentioned below. (9) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed by Eugene D.
