REGIONAL PARK PRELIMINARY APPLICATION FOR APPLICANTS FROM <br />CERTAIN METROPOLITAN COUNTIES FOR FISCAL YEAR 1978 <br />ELIGIBLE APPLICANT: <br />The legislature created a special grant program for counties, cities, towns, school <br />districts, and public post secondary education institutions along with special park districts <br />or elected park and recreation boards in cities of the first class in the counties <br />designated as a part of standard metro statistical area by the federal government. This <br />includes Benton, Chisago, Clay, Olmsted, St. Louis, Sherburne, Stearns and Wright counties. <br />GRANT FUNDING FOR 1978: <br />The 1977 session of the Minnesota Legislature at the request of Governor Perpich enacted <br />an Outdoor Recreation Grant Program to be financed with proceeds from the sale of bonds. <br />Included is a new program which provides 50% state grants for the acquisition and develop- <br />ment of parks having regional significance. Highest ranking projects will be programmed <br />for a 50% state grant to be matched by a 50% local share. <br />"Regional Significance" means a park or open space project serving a region and consisting <br />of the following: <br />a. A site that consists of outstanding natural resources or manmade features and <br />that is capable of management to interpret and preserve the resources, and the <br />project has been reviewed by the appropriate Regional Development Commission <br />and found to be consistent with regional recreational facilities and related <br />plan and priorities. <br />b. Applications received after the September 16, 1977 deadline or incomplete <br />applications will be returned. <br />Submit application to: Parks and Recreation Grants Section <br />State Planning Agency <br />Room 101, Capitol Square Building <br />St. Paul, Minnesota 55101 <br />A copy of the completed application should also be sent to the appropriate regional <br />development commission or metropolitan clearinghouse for review, at the same time it is <br />sent to the Office of Local and Urban Affairs (see attachment I). We will ask each <br />regional development commission to help rank applications from their respective regions. <br />If you have any questions concerning these applications, please call the Parks and Recreation <br />Grants Section at (612) 296 -4703. <br />ELIGIBLE FACILITIES: <br />Preliminary applications received must be complete and for an eligible activity or they <br />will be returned. Eligible facilities include acquisition and development of regionally <br />significant land for parks, trails, conservatories, zoos, and other special use facilities <br />having regional significance. <br />OLUA will field inspect the project to assess the quality of the site and prepare an <br />inspection report of the site.
