- 3 -. <br />Section 1. "Suburban Ramsey County Emergency Communications <br />Board" means the organization created pursuant to this agreement <br />which is herein referred to as " SRCECB." <br />Section 2. "Board" means the Board of Directors of SRCECB, <br />consisting of one director from each governmental unit which is <br />a member of SRCECB. <br />Section 3. "Member" means any governmental unit which has <br />entered into this agreement and is a party in good standing. <br />Section 4. "Council" means the governing body of the member <br />governmental unit. <br />Section 5. "Governmental Unit" means the County of Ramsey, and <br />any city or town in Ramsey County excluding the City of St. Paul. <br />III. MEMBERSHIP <br />Section 1. Any governmental unit or combination of govern- <br />mental units which has authority to render police, firefighting, <br />or emergency medical services is eligible to be a member of <br />SRCECB. <br />Section 2. A governmental unit desiring to be a member <br />shall execute a copy of this agreement. <br />Section 3. The initial members shall be those members who <br />join SRCECB on or prior to December 31, 1977. <br />Section 4. Governmental units joining SRCECB after December <br />31, 1977, shall be admitted only upon the favorable vote of two - <br />thirds of the members of the Board. The Board may impose condi- <br />tions upon the admission of members other than the initial members. <br />Un211 <br />
