300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612, 291 -6359 <br />HOME IMPROVEMENT GRANT FUNDS <br />AVAILABLE TO METROPOLITAN AREA COMMUNITIES <br />MEMORANDUM June 13, 1977 <br />TO: Local Officials <br />FROM: Metropolitan Council Housing Division <br />SUBJECT: Minnesota Housing Finance Agency Home Improvement <br />Grant Program, Phase II <br />The Minnesota Housing Finance Agency will be making $3,630,000 <br />available to the Metropolitan Area for Phase II. of the Home Im- <br />provement Grant Program. The attached table summarizes the <br />"amount of funds available to communities according to the Metro- <br />politan Council's Rehabilitation Allocation Plan. <br />The following are the major changes in the Grant Program for Phase <br />II: <br />1. The legislature has provided funding for a two year period. <br />Grant Administration Centers (GAC) that do a creditable job <br />this year will be renewed at approximately the same funding <br />level for next year. <br />2. Communities must have an allocation in excess of $25,000 in <br />order to apply directly to MHFA as a GAC for the Home Improve- <br />ment Grant Funds. All other communities have the option of <br />receiving their funding through the Metropolitan HRA, county <br />HRA's or CAP organizations. <br />3. Cities acting as their own GAC may set aside up to 5% of their <br />funding for administrative costs; counties and multi - county <br />GAC's may set aside up to 7 %. <br />4 Special priority for improving accessibility of the property to <br />a handicapped occupant has been added. Elderly priority has <br />been dropped. <br />5.
