GCVER'1',.IE:NTS REGARDING TI-i'. <br />g ^*.`SEY COUNTY I1�GIS,_1TIVE PROGRAM <br />1977 � ��� " <br />WHEREAS the Ramsey County Board has adopted a legislative prcgra.'^ <br />to be Presented to the 1977 Minnesota Legislature for consideration <br />and enactment, and <br />WHEREAS the Executive Board has reviewed and studied this program <br />and does hereby intend to support or oppose specific portions, <br />NOW, THEREFORE BE IT RESOLVED that the Executive Board of the <br />R League �o_f Local Governments does support the enact- <br />ment County <br />ment of Bill 115, subdivision 3(b) provided that the same authority <br />be extended to other political subdivisions. <br />BE IT FURTHER RESOLVED that Bill 5, subdvisions 4, and 6(a) are <br />hereby opposed as attempts to circumvent the inadequacies of the <br />levy limitation. <br />BE IT FURTHER RESOLVED that the Executive Board does support the <br />passage of Bill z5 subdivision S which proposes the establishment <br />t <br />of a capital improvement program conditioned upon the adoption of <br />a method of financing subject to referendum when such a vote would <br />be required of other political subdivisions. <br />BE I- FURTHER R'r:S Dl' `1D that Bill 18 section 1 is not opposed on <br />the condition that the purpose :se of the bill is to effect recodi; i- <br />cation. <br />IT FURTHER RESOLVED that Bill , #13, section 1 is unconditionally <br />ly <br />BE <br />upported as the modification of the schedule would afford greater <br />flexibility in the financing of street projects. <br />BE IT 3531338 RESOLVED that Bill ';13, subdivision 2 is opposed <br />-.e Executive Board does support the maintenance of the <br />and that �:. <br />current level of service and that the County shall accommodate any <br />delegation of responsibility through a joint powers agreement. <br />012 <br />
