PAUL <br />Resolution No. 77017 <br />2526 EAST SEVENTH AVENUE <br />NORTH SAINT PAUL, MINNESOTA 55109 <br />PHONE 777-1346 <br />A RESOLUTION OPPOSING LEGISLATION ALTERING THE RAMSEY COUNTY MUNICIPAL COURT SYSTEM <br />WHEREAS, it has come to the attention of the City of North St Paul that a bill <br />may be introduced in the 1977 legislative session which would in effect alter <br />the Ramsey County municipal court system by consolidating the five suburban court <br />divisions into two suburban court divisions, and, <br />WHEREAS, the Minnesota Legislature in previous action establishing the Ramsey County <br />municipal court system guaranteed the contTbuance of suburban court locations if so <br />desired by the affected suburban cities, and, <br />WHEREAS, all involved cities enacted resolutions requesting the continuance of <br />their court operations within their cities, and, <br />WHEREAS, the City of North St. Paul has studied the impact of the proposed consol- <br />idation and find costs of prosecution including attorney's costs, and costs of <br />police and other staff is likely to substantially increase, and, <br />WHEREAS, said study further indicates from the City's perspective, prosecution <br />will become more complicated, further removed from the City and therefore, we <br />believe less effective, and, <br />WHEREAS, consolidation further removes the courts from those who utilize its <br />services, and, <br />WHEREAS, there has not been full and open debate and discussion by the affected <br />parties, and, <br />WHEREAS, this proposed bill at this time has not been reviewed, considered, or <br />endorsed by the Ramsey County Board which is responsible for the County court system <br />in Ramsey County. <br />NOW THEREFORE, BE IT RESOLVED by the City Council of the City of North St. Paul <br />that said Council hereby goes on record as opposing any legislation which would <br />have an effect of removing municipal or county courts from the cities in which they <br />are now located. <br />BE IT FURTHER RESOLVED that no such legislation should be considered until all <br />parties involved through mutual effort have had the opportunity to study the effects <br />of such legislation. <br />BE IT FURTHER RESOLVED that the City Manager be and is hereby directed to transmit <br />copies of this resolution to each member of the Ramsey County delegation and to each <br />city in Ramsey County and to each member of the Ramsey County Board and the Ramsey <br />County League of Local Governments and each member of the Minnesota House and Senate <br />Judiciary Committee. <br />0147 <br />
