NORTHWEST ASSOCIATED CONSULTANTS, INC.
4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422
Telephone: 763.231 .2555 Facsimile: 763. 231 .2561 planners@nacplanning.com
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: April 5, 2013
RE: Little Canada — Ordinance Amendment Discussion
FILE NO: 758.09 — 13.02
Staff has discussed various code amendment issues in light of recent and current
development proposals. Three specific items have been identified for discussion.
These are:
1. Comprehensive Sign Plans
2. Definition of Family
3. Cul -de -sac Length.
Comprehensive Sign Plans
The current zoning ordinance requires processing of a Conditional Use Permit when a
multi- tenant building seeks to display more than just a few signs on the property. The
review is often straightforward, and most have been approved based on staff review
that the plan meets the code requirements for size, location, and design. A suggestion
has been made that these applications be reviewed and approved administratively,
rather than requiring the CUP process. This would require an amendment to the
section of the sign regulations requiring the processing, however, no substantive
changes are proposed to standards.
Definition of Family
The zoning ordinance currently defines family, for the purpose of limiting the number
and relationships of persons who may occupy a single family home (or any dwelling
unit, for that matter). The R -1 zoning district allows that a family occupying a dwelling
unit may also have up to two boarders and still qualify as a single family.
